Voters who were absent can present their justification for the 1st, 2nd or both rounds through the E-Título app

Voters who did not vote in the 2024 municipal elections have a period of 60 days to justify their absence. Voting in Brazil is mandatory for anyone aged 18 to 70. Here are the deadlines:

  • did not vote in the 1st round – can justify until December 5, 2024;
  • did not vote in the 2nd round – can justify until January 7, 2025.

The TSE (Superior Electoral Court) offers several resources so that people can justify their absence on election day. The voter who was absent can present the justification for the 1st, 2nd or both rounds through one of these options.

Each round is equivalent to one election, so anyone who failed to vote in both stages of voting must present two reasons. Pay attention to the deadlines and read the step-by-step instructions below to justify your absence from the polls in the 2024 elections.

  • E-Title – justification can be made using . The person must access “More options” and select the location for the absence justification request. Fill out the form (the voter must have a regular electoral card). The person must provide personal data as recorded in the electoral register, the reason for absence and attach scanned supporting documentation. A protocol code will be generated for monitoring and the request will be transmitted to the electoral zone responsible for the voter’s registration for analysis. After the decision, the person will be notified;
  • electoral self-service – the person can also do the , available on the TSE website and on the Electoral Court portals. On the TSE website, simply access “Electoral services”, click on the “” button and fill in the necessary information to proceed with the request;
  • electoral registry (in person) – in this type of service, the voter must fill out the (Electoral Justification Request) form, available on the Electoral Court websites, and deliver it to the nearest electoral registry. Anyone who chooses this form of justification must present an official document with photo for validation.

Fine and cancellation

Failure to meet the deadline for presenting the justification may result in a fine. Furthermore, voters who are absent and cannot justify their absence from 3 consecutive elections may have their registration canceled.

There are consequences for those who do not vote, justify or pay electoral fines. In these cases, the person is prevented from:

  • get your passport and identity card;
  • register for a public competition;
  • renew enrollment in public schools;
  • take office or receive remuneration in public office; and
  • request documents at embassies or consulates.
