After almost 30 years of domination in São Paulo, the 2024 municipal councils consolidated it as a new hegemonic political force in the state — a feat also achieved through the incorporation of the Tucano estate.

National President of the PSD and Secretary of Government of (), Kassab, without considering, which represents almost 32% of the 645 municipalities in the state.

The PSD, an acronym founded by the secretary in 2011, more than tripled its result from 2020, when it elected 66 mayors and came in third place, behind PSDB (180) and DEM, today (70).

Considering all of Brazil, , with 893, surpassing , which had 860 (without considering sub judice claims).

One year before the election, however, the PSD experienced its peak in São Paulo, which are authorized by the Electoral Court to change parties at any time without losing their mandate, unlike deputies and councilors.

that, in October 2023, the PSDB had 329 city halls (51% of the state). By failing to maintain this index after the polls, Kassab’s party was needled behind the scenes by rival parties, who see artificial and unsustainable growth, and was defended by members, for whom it is not appropriate to compare the results of migration and that of election.

Leaders of other parties also point out that it is directly related to the fact that Kassab is responsible for releasing funds from Palácio dos Bandeirantes to city halls, through amendments and agreements. The secretary denies there is any benefit to PSD mayors and says that service to municipalities is republican and non-partisan.

Kassab celebrates not only victories in important cities such as São José dos Campos, Ribeirão Preto and Piracicaba, but the volume of votes in the party, which is also among the largest. “This shows identity with society, strong popular representation, and democracy is popular representation”, he tells Sheet.

Identified as a center party, the PSD won, in 2024, city halls that were commanded after the 2020 election by 17 different parties.

What made the acronym fat was mainly the flow coming from the PSDB, which since, in 2022, lost the Palácio dos Bandeirantes and elected only 13 federal deputies.

A total of 66 cities that elected toucans in 2020 had the PSD as the winner this time — in 39 of them, the mayor was re-elected, but now under the acronym of Kassab, as in Bauru and Mairiporã.

In Kassab’s opinion, it is natural for the PSD to occupy the PSDB’s space because his political group “has always had a strong partnership” with the tucanos.

Mayors and party leaders interviewed by the report say they are, mainly because the representatives of the interior depend on the party structure and the electoral fund to present deliveries and contest the election.

But what provoked complaints among other parties that make up Tarcísio’s base, such as , , Republicans and União Brasil, was the fact that the PSD had a significantly better result both in attracting toucan orphans and in fighting in cities where these parties competed. each other.

In second place in the number of city halls in the state, the former president’s PL had half the performance of Kassab, electing 104 mayors. The Republicans, the governor’s party, come in third with 82, followed by the MDB with 67, PP with 47 and União Brasil with 34.

The electoral result. The president of the PP, senator Ciro Nogueira (PI), with Tarcísio, who “acted to divide the right in several places”.

Regarding Kassab, there is also criticism from other center-right parties, who accuse him of attacking mayors with the aim of strengthening only the PSD to the detriment of the political field. For them, just as happened with the PSDB, the Government Secretary has used the pen to bargain and inflate his party.

The PSD launched 397 candidates for mayor. In relation to the 329 cities it governed in October 2023, the party left power in 157 (48%) — it did not launch its own candidate in 80 and lost the election in another 77.

It was precisely the other base parties that recovered ground among these 157 cities – the PL won in 39, the Republicans in 30, the PP in 21, the MDB in 18 and União Brasil in 13.

In Guarulhos, in the metropolitan region, Mayor Guti’s PSD decided, which came in third place.

“In a democracy, it is impossible for a party to launch all the candidates it wants, it has to make gestures”, says Guti, mentioning that support for the Republicans was a request from Tarcísio.

According to PSD members, gestures to allied parties, political compositions, local reality and natural defeats in the electoral process explain the party’s variation, which is not seen as a problem.

They minimize the drop in the number of city halls in relation to 2023 and say that the moment before the election cannot be compared with the 2024 election itself, which must be analyzed based on the 2020 results.

For political scientist Bruno Silva, researcher at LabPol (Politics and Government Laboratory) at Unesp, it is not possible to compare the growth of the PSD during the electoral period and outside of it. The decrease, he says, is not a loss, since the mayors who migrated had different reasons and could not be in a position to be re-elected.

Being able to elect more mayors, according to Silva, is important for the parties because it helps “directly in the construction of campaigns and capillarity, targeting the national and state Legislature, and becomes an important political asset for bargaining for resources at a national level.” For growth to be maintained, however, congressmen must be able to obtain resources and electoral funds for these locations.

“The PSD has managed to do its homework, which is to take advantage of governmentism at the state level. It is part of a group of parties in the center that supply their strongholds with amendments due to the fact that they are acronyms with potential within Congress”, complete.
