Government will change the right to strike, holidays and public service leave

The Minister of the Presidency, Antônio Leitão Amaro.

The government intends to freeze the hiring of public servants and change the sickness, mobility and vacation certification regimes and the standard for prior notice of strikes in the Public Service.

The Minister of the Presidency confirmed this Friday, in Parliament, that the Government intends to introduce changes to holidays, sick leave, the right to strike and the Public Service evaluation system.

In statements in Parliament, during the specialized assessment of the State Budget for 2025, Antônio Leitão Amaro assured that these changes will be promoted “in the context of dialogue with the workers.”

The Minister of the Presidency also said that the Government of Luís Montenegro intends to freeze the hiring of public servants and rejects further increasing CReSAP’s budget despite the institution’s complaints, highlights the .

In the proposed State Budget (OE) for 2025, the government proposes to change various articles of the general labor law in the Public Service, an intention that, says , took the unions by surprise.

The executive’s proposal foresees changes to the disease certification of public servants, mobility, vacation and prior notice rules of strike.

These changes aim to “provide for the identity of disease certification regimes among workers under the general regime and the convergent social protection regime” and change “the mobility consolidation regime”, explains the government.

The requests for legislative authorization introduced in the document under discussion in the Assembly do not specify the concrete changes that the Government wants to implement, which led Bloco de Esquerda, PCP and Livre to present amendment proposals for eliminate these standards.

Questioned by the BE parliamentary leader, Fabian FigueiredoLeitão Amaro admitted that the Government intends to effectively change the vacation regime, strike, sick pay and employee evaluation system, but without detailing the changes in question.

“The Government has already demonstrated a great capacity for dialogue with public servants, who are being and will be more valued”, highlighted the Minister of the Presidency.

Leitão Amaro also acknowledged that the Government intends to freeze hiring of public servants, remembering that “the State had an increase from 620 thousand to 730 thousand workers in eight years and public services have not improved”.

The minister argues that it is necessary to combat “the association between a global need for workers and an improvement in public services”.

Furthermore, “the digitalization, the introduction of Artificial Intelligence and the acceleration of processes can allow the allocation of workers to other functions”, highlighted Leitão Amaro.
