The Federal Audit Court (TCU) hired a beauty salon to operate on the premises of its headquarters in Brasília. Located on the organ’s mezzanine, the establishment provided a series of treatments that included relaxing massage and even intimate “contour” waxing. Ministers and employees of the agency had access to the services provided by the SPA during working hours.

With a contract to run until 2029, with the possibility of extending it to 2034, a haircut on site cost R$86.26. “Relaxing massages” cost R$115 and intimate contour waxing cost R$80.75. All services were provided for in the notice signed between TCU and the contracted company.

The information was revealed by columnist Cláudio Humberto, from the newspaper Power Diary. According to the journalist, the contract provided for a usage fee of R$2,800, with expenses such as water, electricity, cleaning and security already included in the price. According to the journalist, the estimate is that the SPA would earn around R$127,000 per month to serve workers at the Federal Audit Court.

The notice also provided for some “peculiarities” and provisions for the establishment’s employees. Among the guidelines, SPA workers should always be well dressed and in clean uniforms, and identified with a badge – even having a fine provided for if they did not follow these rules. There were also rules regarding the approach to the authorities there, with “gossip” and “unpleasant comments” being prohibited.

SPA closed after disclosure of case

After the case was publicized by the press, the TCU minister, Bruno Dantas, stated that he had no knowledge of the case and revoked the operation of the hall at the organization’s headquarters.

“Having become aware through the press, on today’s date, of the contract for the transfer of the use of area no. 5/2024, I order that the Secretary-General of Administration proceed with its immediate revocation”, determined the minister in an order released last Friday -Friday (8).

The TCU is the body that monitors and inspects the use and allocation of public money at the federal level, with the function of ensuring that the use of resources is within legality. A fact that makes hiring a SPA to operate on the premises of its headquarters a contradiction within the function of the body.
