Defender says that PEC regarding Tarcísio’s management is a setback – 11/11/2024 – Panel

The Children and Youth Center of the Public Defender’s Office prepared an opinion in which it says that the government project (Republicanos-SP) that allows in the state from 30% to 25% of the budget represents “a true social setback” and suggests the disapproval of the text in the Legislative Assembly of São Paulo.

The text was nicknamed , and the government expects it to be voted on in the coming days. The project establishes that this 5% could be used both in education and in — it would be up to the government to decide, year by year, how the expenditure would be divided between the two areas.

For the Defender’s Office, this reduction in the education minimum would be “incompatible with the principle of human dignity and the progressive effectiveness of social rights and, therefore, would be an unconstitutional measure”.

The opinion argues that education is going through a sensitive moment, after the pandemic, which has affected the quality of education in São Paulo, “requiring actions and investment to combat school dropouts, delays in learning, in addition to offering care and psychosocial support” .

Furthermore, it points out that 2023 was marked by a series of attacks and threats to public schools, such as the one that occurred at the Thomazia Montoro State School.

The opinion also says that school environments need investments to prepare for the impact of climate change and that the 30% budget reserve was not enough in 2023 to adequately meet all the goals of the State Education Plan.
