The opposition handed the candidate for president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), a list of 32 priority proposals divided into 11 themes. The document, which was presented to Motta last week and obtained by People’s Gazetteis part of the negotiations for the election that will take place in February 2025 in the National Congress.
Among the 11 themes listed, the opposition prioritized six proposals that deal with the balance between the powers of the Republic and seven that deal with combating the privileges of civil servants and politicians. Among the measures presented to Motta – and which are a priority for the right – there are also projects that are part of the pro-life agenda (against abortion), anti-land invasion, in favor of freedom of expression, in favor of weapons and against drugs.
According to opposition interlocutors, Hugo Motta said he would analyze the list, but has not yet given feedback on his position on the agendas presented. A new meeting may be scheduled in the next few days to demand the candidate on important issues for the right.
Despite this, the favorable position for all items on the agenda is not treated as a condition for the votes of the opposition to Motta, as the majority of parties have already signaled support for the candidate.
So far, 15 parties – from various political spectrums – have already embarked on the Paraíba campaign to succeed Arthur Lira (PP-AL): PL, PT, MDB, PP, Podemos, PCdoB, PV, PDT, PSB, PSDB, Cidadania, Rede , PRD, Solidarity and his party, the Republicans.
Vetoes and CPI
In addition to the priority agendas, the ticket also has proposals that the opposition does not want to be discussed. The main one is the PL of Fake Newsalso known as PL da Censura, but any other texts that contain fragments of this project are also on the right’s veto list.
Another point that is part of the opposition’s agenda presented to Hugo Motta is the Parliamentary Inquiry Commission (CPI) into abuse of authority. The installation of the CPI depends on an order from the mayor to move forward and is among the criticisms from part of the opposition towards the management of the current president, Arthur Lira (PP-AL).
The parliamentary commission of inquiry was proposed by deputy Marcel van Hattem (Novo-RS) and aims to determine whether members of the Federal Supreme Court (STF) had committed abuses of authority.
Negotiations to guarantee Hugo Motta’s presidency range from positions to agendas
Representative Hugo Motta is negotiating positions on the Board of Directors, vacancies on committees and even an appointment to the Federal Audit Court (TCU) in exchange for support for his candidacy for president of the Chamber at the beginning of the next legislature.
The PL, the largest opposition party, must support Motta under the condition that it retains the position of vice-president of the Chamber of Deputies.
Other parties, such as the MDB and União Brasil, compete, for example, for the presidency of important committees, such as the Constitution and Justice and Citizenship (CCJ) and the Budget.
As for the left, matter of People’s Gazette showed that the negotiation also involves a vacancy for minister of the Federal Court of Auditors (TCU). The current president of the Chamber, Arthur Lira (PP-AL), promised support for a PT name in exchange for votes for Motta. And this possibility opened a new split among PT parliamentarians. Deputies Gleisi Hoffmann (PR), current president of the party, and Odair Cunha (MG), leader of the bench in the Chamber, are among those internally considered for the vacancy.
