TCE suggests refund of R$3 million for Carnival in Recife – 12/11/2024 – Panel

Special audit report from the (State Court of Auditors) at the Fundação de Cultura Cidade do Recife for 2023 and 2024 identified irregularities in Carnival contracts and suggested the reimbursement of around R$3 million to the treasury of those responsible for the problems pointed out.

The audit, completed in July, analyzed Carnival contracts in the two years, from (PL) to the Public Ministry of Accounts. The result is still pending judgment by the body’s advisors.

The document lists seven irregularities, including the non-use of public price research in the internal phase of the bidding, lack of proof of expenses for the 2023 contract and disbursement of resources without the consideration of statements signed by the inspector of the party’s contract in 2024 .

The audit allocated a topic to the lack of proof of expenses for the 2023 contract, stating that inspector Carlton Moacy Santos da Silva failed to present documentation proving the expenses incurred “when he should have shown, through execution reports, minutes of attendance , among others, the correct use of the resource”.

The text indicates that the failure to demonstrate the effective provision of services “caused losses to the municipal treasury.”

At another point, the report states that Mario Jarbas de Lima Junior, Division director, and Luciana Alves Campêlo Poncioni, section head, did not attest to the conformity of the services and the necessary documentation for the payment of the contracted company’s invoices, “when it should have issue and certify the measurements of the services performed and certify the electronic invoices of the contracted company.”

When contacted, the Fundação de Cultura Cidade do Recife defended the fairness of the bidding process for the contracts and made itself “available to the State Court of Auditors for any necessary clarifications.”

“With regard to specific complaints, the TCE decided to open a special audit as an administrative practice for possible questions. However, since September, all the points in question have already been largely clarified by management at the court of accounts”, he indicates.

“In 2024, the Recife Carnival attracted 3.4 million revelers, 20% more than in 2023, creating 57 thousand temporary jobs and generating R$2.4 billion in movement in the economy. In total, there were more of 3,000 artistic presentations in the program, including 1,700 from Popular Culture, with 98% of the schedule made up of local artists.”
