The Minister of the Federal Supreme Court (STF) Luiz Fux stated, this Tuesday (12), that the online betting market (bets) in Brazil cannot be left without regulation.
Fux closed this morning the public hearing he called to hear arguments from experts on the effects of the proliferation of betting on the economy and the mental health of bettors.
In the minister’s opinion, the conclusion of the hearing is that the market cannot function without regulation. “This issue of regulation became very clear. Without regulation, you cannot continue in this activity. That’s what I’m going to evaluate,” he declared.

Yesterday (11), on the first day of the discussion, Fux did not rule out granting an injunction (provisional decision) on the issue. The minister stated that he assesses the urgency of the case.
The process that motivates the debate was filed with the Court by the National Confederation of Commerce in Goods, Services and Tourism (CNC). Fux is the rapporteur of the process.
The entity questions Law 14,790/2023, a rule that regulated fixed-odd online betting. In the direct action of unconstitutionality (ADI), the CNC says that the legislation, by promoting the practice of gambling, causes negative impacts on less favored social classes. Furthermore, the entity cites the growth in household debt.

According to a survey released in August this year by the Central Bank, Bolsa Família beneficiaries spent R$3 billion on bets.
