This Tuesday (12), the vote was postponed again and authorizes the Union to establish greenhouse gas emission limits in the country. The postponement is a new setback for the government, which wants a deliberation in time to show it at the 29th United Nations Climate Conference (COP 29).
The objective of the text is to establish a price for those who pollute above a certain level and, in doing so, create a financial incentive for companies to become more sustainable. The instrument has already been created in different countries amid the global effort to contain emissions and, thus, limit global warming.
Even with changes made by the rapporteur, senator Leila Barros (PDT-DF), the ruralist bench saw problems in parts of the text and the solution presented by the president of the House, Rodrigo Pacheco (PSD-MG), was to change the vote to this Wednesday ( 13). Among the statements made in plenary was that the proposal does not benefit the land owner.
Furthermore, there was disagreement regarding the processing of the proposal — specifically, regarding the fact that it had to return to the Chamber of Deputies. For the opposition, the project was first voted on in the Senate and, therefore, the House would have to have the final say on the issue.
The senators accuse the president of the Chamber, Arthur Lira (PP-AL), of having sponsored a change in the House’s internal regulations that meant that the deputies had the final say on this and other projects.
In the government, last week’s postponement was seen as a normal fact given the commitment to vote this Tuesday. Now, however, resistance from senators casts uncertainty over the possibility of approving the text before COP 29 ends on the 22nd.
