Rio de Janeiro prepares to host G20 with holidays, closures and even military operations

With a series of closures across the city, a holiday declared and even an operation by the Armed Forces, Rio de Janeiro is preparing to host events related to the G20 in the coming days. The capital of Rio de Janeiro will host meetings of leaders, while Brazil is the president of the group this year.

The city will host three major events between November 14th and 19th: Urban 20 (U20), G20 Social and the G20 Leaders’ Summit.

The first two meetings are expected to attract around 40 thousand people per day to the Mauá Complex, in the port area, from November 14th to 17th. On the 18th and 19th, 55 delegations from 40 countries and 15 international organizations are expected at the Museum of Modern Art (MAM).

How is the city?

The G20 Complex includes the main circulation areas for authorities and delegations, covering Santos Dumont Airport, the Museum of Modern Art (MAM), Vivo Rio, Marina da Glória, FGV, the Monument to Estácio de Sá and the waterfront in the South Zone, where most of the hotels where leaders and delegations will stay are located.

To meet the mobilization needs of delegations, on the 17th, 18th and 19th of November, Aterro do Flamengo will be closed to vehicle traffic in general, with exclusive circulation for delegations and those related to the event.

There will be continuous railings between the Estácio de Sá Monument and the Clover of Students, as well as restrictions on pedestrian circulation. Crossing to Parque do Flamengo will only be permitted via underground passages, with the walkways closed, and 35 blocking points will be installed.

Will there be a holiday?

Not all establishments will have a holiday. For example, street commerce, bars and restaurants will continue to operate; bakeries; hotels, inns and inns; shopping centers, commercial centers and galleries; cultural establishments, such as theaters, cinemas and libraries; tourist attractions, among others.

Workers in the following essential services will not have holidays: health services, public or private; private security; public transport; garbage collection and urban cleaning; funeral services and wholesale establishments.

Lula decreed GLO

President Lula da Silva (PT) decreed, on November 8th, the employment of between November 14th and 21st in Rio de Janeiro, to hold the G20.

This decree authorizes in situations of serious “disturbance of order”. The main objective is to protect the population and ensure the proper functioning of institutions.

The Palácio do Planalto stated, in a statement, that the use of the Armed Forces will be important for the .

GLO’s areas of action will be:

  • External perimeter of the Museum of Modern Art of Rio de Janeiro, Marina da Glória and the Monument to Estácio de Sá;
  • Locations for hosting delegations of Heads of State;
  • Round-trip routes for the delegations, between the accommodation locations and the Museum of Modern Art, including the roads in the south and west zones used on the route;
  • Arrival and exit routes between Tom Jobim International Airport and accommodation locations, including the extension of the Governador Carlos Lacerda Highway (Yellow Line), the Presidente João Goulart Expressway (Red Line) and other roads in the south zone and the west used on the route;
  • External perimeter of Tom Jobim International Airport, including the passenger embarkation and disembarkation terminals, Avenida 20 de Janeiro and Estrada do Galeão, from the Galeão Air Force Hospital to the junction with the Red Line, and from the Red Line to its intersection with the Yellow Line;
  • Brazilian jurisdictional waters of interest to the G20 Leaders Summit, including inland waters, in conjunction with the Federal Police.

Schedule of events

Throughout the days of the event, the Mauá Complex in the port region will have a schedule of events ranging from lectures and meetings to shows open to the public and free in the late afternoon. From November 14th to 16th, G20 Social will be hosted at Espaço Kobra.

During the G20 Social, the Global Alliance Festival will be held at Praça Mauá, with outdoor shows, right after the end of the debates. The expectation is that 40 thousand people will watch the presentations at Praça Mauá.

The Urban 20 Summit will also be held at Complexo Mauá. On November 14th and 17th, the event will bring together mayors and representatives from more than 60 cities around the world. For four days, the group will debate the global fight against hunger and poverty, the fight against climate change and the reform of multilateral institutions.

On the 18th and 19th, the G20 Leaders’ Summit will take place, which will bring together the heads of State and Government of the largest economies in the world, at MAM, at Aterro do Flamengo. The 19 countries in the group, the European Union and the African Union together represent 85% of world GDP, 75% of global trade and 56% of the population.
