Technological innovation and new consumption habits have changed the way Portuguese people behave when paying, especially because there are many electronic solutions available to them. The 2023 Payment Systems Report, published by Banco de Portugal (BdP), revealed that 90% of payments that year were made by card, which translates, on average, to 10.3 million payments per day, in Portugal .
Cards therefore continued to be the Portuguese people’s preferred means of payment, and, for the first time, 53% of these payments were made using technology contactless.
The extremely rapid and sophisticated development of new payment solutions, the emergence of new players and the evolution of systems and infrastructures must be monitored in order to guarantee the security and accessibility of all consumers to the payments market in Portugal.
Thus, a National Strategy for Retail Payments 2025 was defined with the aim of contributing to safer, more efficient and innovative solutions in the Portuguese market. The Strategy has four development vectors: proximity and transparency; innovation and efficiency; security and usability; and resilience and sustainability.
As a representative of consumers, Banco de Portugal, representatives of payment service providers, companies and Public Administration bodies are committed to contributing to the implementation of this Strategy, which will guide the actions of different players in the payments market until the end of 2025.
