Federal deputy Luiz Lima (PL-RJ) criticized the president’s decree () to employ the GLO (Guarantee of Law and Order) in the , for the days in which the city hosts the summit of the leaders of the .
“I would like to know what the federal government’s criteria are for establishing the GLO in Rio de Janeiro, which is a security measure only for foreigners,” he said. “We have carnage in Rio de Janeiro.”
The GLO activates the Armed Forces to operate in the national territory exclusively upon order of the President of the Republic. The measure is taken in special cases in which traditional public security forces are exhausted or in situations of serious disturbance of order.

The order provides that the military will operate within the perimeter of the Museum of Modern Art in Rio de Janeiro, where the G20 events will be held, the Marina da Glória, the Estácio de Sá Monument, and the places where the delegations of heads of state will be hosted.
