Text aimed at regulating the transfer of funds to congressmen was approved by 46 votes to 18

The Senate on Wednesday (13.nov.2024) the PLP (Complementary Bill) , which aims to discipline the of amendments from congressmen. The Upper House will still need to vote on 4 highlights next week. The text will be analyzed again in the Chamber of Deputies.

There were 46 votes in favor, 18 against and one abstention. Another 15 senators did not participate in the session. The President of the Upper House, (PSD-MG), also did not vote. THE determines that the head of the Senate only votes when it is necessary to break a tie in overt votes – those in which the vote is publicly expressed.

THE PROJECT

Authored by the deputy (PT-MA), the project creates rules for the allocation and accountability of amendments. Includes individual transfers (including special transfers, known as “Pix Amendments”), bench transfers and commission transfers.

The formulation of the rules was a requirement of the (Federal Supreme Court), after the minister the transfers, in August, due to a lack of transparency and traceability criteria.

However, the text does not include one of the central points: the identification of the congressmen who indicate the committee amendments. One of the Senate Consultancy found that the project does not meet the “practically none” the demands of the Supreme Court.
