The Minister of Justice, Ricardo Lewandowski, condemned the bomb attack in Praça dos Três Poderes and defended a reinforcement of Mercosur’s democratic clause.
“These tragic episodes make us reflect that, more than ever, it is necessary to reinforce the democratic clause that is written in our founding treaties – the treaties that support this extremely important association that is Mercosur”, said Lewandowski this Thursday (14) , at the opening of the 60th meeting of justice ministers of Mercosur and associated states, in Montevideo, Uruguay.
Mercosur’s democratic clause requires member countries to maintain democratic institutions to be part of the bloc.
“It is essential to reinforce this democratic clause through legal instruments and coordinated actions, which make it effective and prevent institutional setbacks”, concluded the minister.
What happened
On Wednesday night (13), two strong explosions were recorded near the Federal Supreme Court (STF). The body of a man was found at the scene — who was later identified as Francisco Wanderley Luiz.
The Military Police of the Federal District (PMDF) also confirmed the explosion of a car, belonging to Francisco, in Annex 4 of the Chamber of Deputies.
Known as Tiü França, the former candidate for councilor for the Liberal Party (PL) in Santa Catarina was responsible for the explosions.
In a statement, the PL of Santa Catarina informed that it “reaffirms its position against any act of violence that harms people or threatens democratic institutions”. The party also said that it “firmly defends the balance between the powers of the Republic” and that “our flags will always be guided by the defense of democracy”.
According to preliminary information, Francisco Wanderley already had a police record and was arrested in December 2012. He is the owner of the vehicle found at the crime scene.
Authorities remained throughout the night carrying out a bomb sweep operation at the site. The police also acted to deactivate devices plugged into the individual’s body, who remained at the scene of the attack until Thursday morning.
After the explosions, the Institutional Security Office (GSI) activated the Shield Plan — which allows the Army to operate in the palaces of Planalto, Alvorada and Jaburu and Granja do Torto without a formal Law and Order Guarantee operation.
The Federal Police (PF) opened a police investigation to investigate the case.
