PEC that “cuts the meat” of committee amendments is filed in the Senate

Senator Alessandro Vieira (MDB-SE) filed this Wednesday (13) the Proposed Amendment to the Constitution, PEC 43/24, which proposes the end of committee amendments and guarantees more transparency in the execution and distribution of parliamentary amendments.

According to the senator, the proposal is a response to correct abuses in the use of public resources, in addition to ending the lack of clarity in decisions that impact the allocation of funds.

Vieira explains that the committee amendments became a hidden version of the secret budget, with a massive concentration of resources and opaque distribution, without technical criteria or traceability.

“These are amounts distributed among committees in a manner that is not egalitarian nor supported by any technical basis, and distributed by ‘indications’ of which the origin is not known – in short, a poorly disguised version of the secret budget that was already declared unconstitutional at the right time” , says the author of the proposal.

The parliamentarian also adds that the PEC “cuts the flesh” by extinguishing committee amendments, determining only the individual and state bench modalities in the Constitution.

The proposal also determines the mandatory disclosure, in electronic media, of the body executing the amendment and the objective and impersonal criteria for distribution among the beneficiaries of the resources. Furthermore, the execution of the amendments must take into account socioeconomic indicators of the beneficiary population and criteria related to good financial management. “The main focus has to be the citizen and meeting the main needs of Brazilian society”, highlights Vieira.
