Police report from the Civil Police of the Federal District identifies him as Francisco Wanderley Luiz, who is the owner of the car that exploded in the parking lot near Annex IV.
The bulletin says that there was an explosion and fatal self-injury, which occurred close to the Federal Supreme Court, at around 7:30 pm.
According to the document, an explosive that was in his backpack was detonated next to his body.
“The second explosion, according to information at the time, occurred at the location where a vehicle was parked, on an unknown auxiliary road”, says the bulletin.
“Other data regarding the victim was obtained, making it possible to identify a possible motivation,
in view of the political content of posts on Francisco’s profile on his social networks.”
“In messages apparently shared through the messaging application Whatsapp, it is possible to notice that some of them have content that anticipated what happened today, previously expressing the author’s intention to practice self-extermination and bomb attacks against people and institutions” , points out the bulletin.
The document says that the civil police team found that Francisco approached the STF headquarters, opened his jacket and showed a security guard that he was carrying explosives.
He then launched some of them towards the building, which they did not reach due to the distance. Then, “he lay down and positioned the last one under his head, until the fatal explosion occurred.”
In testimony, the security guard said that “the individual had a backpack with him and was in a suspicious attitude in front of the statue, he placed the backpack on the ground, took out a fire extinguisher, took a blouse from inside the backpack and threw it at the statue.”
“The individual removed some artifacts from his backpack and as the STF security guards approached, the individual opened his shirt and warned them not to get closer,” the security guard told the police.
The security guard then saw an object “similar to a digital watch.” Francisco “went to the side with the artifacts and threw two or three artifacts, which exploded.” After that, the security guard requested immediate support.
Finally, according to the report, Francisco “lay down on the floor, lit the last device, placed it on his head with a pillow and waited for the explosion.”
Francisco was a candidate for councilor in 2020 for PL in Santa Catarina. He is a locksmith and ran in the election under the name Tiü França, in Rio do Sul (SC), but was not elected.
The attempt to be elected to the municipal Legislature in 2020 was Francisco’s only one. He spent just R$500 on his campaign, on accounting services, and received 98 votes.
On his Facebook page, now removed, he said he was an entrepreneur, investor and developer. There are no crimes or convictions against him in any instance.
In addition to the detonated car, parked next to the Chamber of Deputies annex, there are four others in the TSE (Superior Electoral Court) candidacy system, three of them old. There are also a series of expired and pending fines, one for refusing a breathalyzer test, linked to the now destroyed car.
Before this Wednesday (13), he was at the STF premises on August 24.
When he died, Francisco wore clothes with a possible allusion to the costume of the character Joker, a comic book villain.
He was wearing pants and a suit with the same pattern as playing card suits, with a dark green background and, next to his body, a white hat was found.
On social media, Francisco made posts in a threatening tone. He published references to bombs and explosions earlier in the evening and said that the Federal Police would have to disarm the equipment.
“Let’s play??? Federal Police, you have 72 hours to defuse the bomb in the house of the shitty communists”, he said, in screenshots of cell phone screens that he posted on his Facebook page.
