Senate Committee approves distribution of content from public channels via streaming

The Senate’s Communication and Digital Law Committee (CCDD) approved, this Wednesday (13), the project that allows public radio and television channels to distribute audiovisual content over the internet, including through streaming services ().

The project belongs to the senator Paulo Paim (PT-RS)with a favorable report from Senator Hamilton Morão (Republicanos-RS)and now goes to analysis by the Constitution and Justice Commission (CCJ), which will have the final say.

What does the project say

The text changes the legislation on public broadcasting to include, among the principles and objectives of the channels explored by the Executive Branch, the internet distribution of Brazilian productions, especially those of a regional and independent nature.

The project is also responsible for Brazilian Communication Company (EBC) to operate streaming services aimed at distributing nationally produced audiovisual content.

To make the initiative viable, the text includes public channels among the beneficiaries of 10% of the resources under the Contribution for the Development of the National Film Industry modality charged to telecommunications companies (Condecine Teles). This fee is currently intended only for community channels, universities and independent Brazilian programmers.

In justifying the proposal, Paim states that the advancement of broadband internet connections and 5G networks has revolutionized the distribution of audiovisual content.

“Network video-on-demand platforms have consistently gained viewers, and the prospect is that this process will increase in the coming years”, he argues.

In his report, Mourão made no changes to the content of the project. For him, the measure is “fundamental” to promote the modernization of public broadcasting services, and will also help to align them with current media consumption trends.
