The (Federal Supreme Court) received this Thursday (14) eight emails commemorating the , which exploded in front of the court.
The messages said that the attack he started would be finished. The Supreme Court is trying to identify the authors of the emails — all of whom used mechanisms to mask their identities — to send a report to the Federal Police.
A Sheet learned from members of the STF that the ministers’ house was also reviewed this Thursday. Residences are regularly monitored via security equipment and in person by judicial police officers.
The inspection carried out this Thursday, which was more careful, did not identify any risk to the integrity of the ministers. The Supreme Court’s security department has information that Francisco did not go near any of the authorities’ homes.
Threats against Supreme Court ministers became common during the government of the former president (PL). The numbers grew even more after the attacks on the headquarters of the Powers, on January 8, 2023.
There are, on average, three threats received by the Supreme Court per day. They come in emails, letters and even in packaging with feces. When attacks became frequent, the STF changed security protocols for opening receipts from ministers and assistants, to avoid incidents.
Supreme Court ministers publicly deny that there was any security breach. The president of the STF, Luís Roberto Barroso, said this Thursday that all protocols were followed and the worst was avoided.
“There was no security breach, on the contrary. The judicial police and security agents promptly intercepted the person,” he said. “Our judicial police officer was very brave, because even after the guy said he had explosives, he took the approach he was supposed to take.”
Francisco, however, was not monitored by the Supreme Court’s intelligence — and information obtained by the court shows that no other intelligence agency followed up on the threats made by the suspect.
When contacted, Abin (Brazilian Intelligence Agency) did not respond whether it had detected a threat related to Francisco and what actions it had taken.
Francisco used four bombs in the attack in front of the STF. They were all homemade and had screws inside, to increase the destructive power. He threw two of them near the statue of Justice, and only one was activated.
Another bomb was attached to Francisco’s body with adhesive tape and did not explode. The last one was used by him to kill himself.
The police also found four other explosives prepared by the suspect: three in a trailer he kept near the Chamber of Deputies and one in the house he rented in Ceilândia (30 km from the center of Brasília). All were deactivated or detonated.
Members of the security forces who worked in the operation against the attack say, with caution, that the delay in removing Francisco’s body occurred because of the difficulty in deactivating the explosive attached to his belly.
The plan was to prevent the bomb from exploding to ensure the preservation of any evidence for the investigation of the case. Francisco’s cell phone was with him during the attack and was collected by the Federal Police. The equipment undergoes inspection.
The man who blew himself up in Praça dos Três Poderes, in Brasília, and who detonated his own car about 300 meters from Esplanada dos Ministérios was already a candidate for councilor for the PL in Santa Catarina and was before the STF (Supreme Federal Court) in August .
Francisco Wanderley Luiz, 59, is a locksmith and ran in the 2020 election under the name Tiü França, in Rio do Sul (SC), but was not elected. Before he died, he published a series of messages about the attack, mixing political and religious statements.
Francisco’s body was in Praça dos Três Poderes early in the morning and was removed shortly after 9 am. BOPE said it hoped to ensure the deactivation of all suspicious artifacts near his body to remove him from the scene.
In the early hours of the morning, a property in Ceilândia, administrative region of Brasília, was searched and swept because it was linked to Francisco. The police report on the explosion at the STF indicates the location as his “possible address”.
