The National Association of Federal Police Delegates (ADPF) criticized the Lula government for cuts to the corporation’s budget. In a public note, the category pointed out that the “lack of continuous investment and the failure to recompose the workforce” has “weakened” the PF’s performance.
“The end of paid overtime brought additional difficulties for delegates, directly affecting the availability and readiness of our professionals, raising the question: who is interested in dismantling the PF?”, asked the entity.
The ADPF cited that the “current scenario makes it difficult for the PF to fight against the advance of criminal organizations and factions in Brazil and to combat environmental crimes, requiring the strengthening and guaranteeing the full functioning of the Union Judiciary Police”.
PF delegates say Lula’s security PEC is a “smokescreen”
The association said that the public security PEC was articulated without “any dialogue” with the security forces. The text provides for greater Union action in state security. The entity classified the initiative as a “smokescreen” that could result in “unnecessary disputes”.
“Palliative measures and legislative changes that are out of line with the reality of public security only worsen the situation, acting as a smokescreen that destabilizes and harms the proper functioning of the institutions responsible for security in the country, giving rise to unnecessary disputes that are far from constitutional objectives,” he says. the ADPF.
According to the delegates, “the proposed text brings absolutely no increase in the Federal Police’s response capacity in combating crime and does not meet the real needs of public security bodies”.
The criticisms were recorded in a public letter released after the 9th National Congress of Federal Police Delegates, promoted by ADPF. The document will be delivered to the Minister of Justice, Ricardo Lewandowski.

“The National Association of Federal Police Delegates (ADPF), gathered at the largest event of federal delegates in its history, expresses its concern and repudiation regarding the federal government’s disregard for the Federal Police, given the sequence of political decisions that represent the weakening of the organ.
The PF has been facing successive contingencies in its budget, including limitations imposed by the federal government in the 2025 budget project, in amounts significantly lower than the agency’s needs, which will further affect the progress of operations, the modernization of equipment and technologies and maintaining the structure necessary to carry out its activities.
Furthermore, the lack of continuous investment and the failure to recompose staff, through public competition, have weakened the institution’s ability to respond. The end of paid overtime brought additional difficulties for delegates, directly affecting the availability and readiness of our professionals, raising the question: who is interested in dismantling the PF?
The current scenario makes the PF’s fight against the advance of criminal organizations and factions in Brazil and the fight against environmental crimes difficult, demanding the strengthening and guaranteeing the full functioning of the Union’s Judicial Police.
The Proposed Amendment to the Constitution called Security PEC, presented by the Federal Government without any dialogue or prior consultation with the security forces, raises concerns and puts the entire category on alert. The proposed text brings absolutely no increase in the Federal Police’s response capacity in combating crime and does not meet the real needs of public security bodies.
For the ADPF, palliative measures and legislative changes that are out of line with the reality of public security only worsen the situation, acting as a smokescreen that destabilizes and harms the proper functioning of the institutions responsible for security in the country, giving rise to unnecessary disputes that are far from constitutional objectives. .
Finally, ADPF reaffirms the commitment of federal delegates to the incessant search for improving working conditions, defending the prerogatives of the category and strengthening the Federal Police as an essential institution for the protection of order and justice in Brazil”.
