Federal deputy Elmar Nascimento (União-BA) sees that Congress should only vote next year on the bill that grants amnesty to those involved in the acts of January 8, 2023. And this occurs not because of the explosive attacks in last week at Praça dos Três Poderes and in the Annex IV parking lot of the Chamber of Deputies.
According to him, although members of the government and the Federal Supreme Court (STF) see that the proposal is unlikely to prosper, the vote will be held in 2025 because of other demands that Congress has for this year.
“I find it difficult to analyze, with less than a month left until the break. The priority at the end of the year will be the budget”, he said in an interview with Correio Braziliense published this Monday (18).
As the government leader in Congress, Senator Randolfe Rodrigues (PT-AP), said last week, parliamentarians have a queue of two dozen projects to vote on before the recess, which begins between the 19th and 20th of December. Two of them, the carbon market and the parliamentary amendments, have already passed through the Senate – but returned to the Chamber after undergoing modifications.
“It has nothing to do with the explosions, but we simply no longer have time to vote on this issue”, added Elmar Nascimento.
Despite the promise of the president of the Chamber, Arthur Lira (PP-AL), to form a special commission to evaluate the project, party leaders have not yet appointed the members of the panel.
According to the investigation, leaders of other parties prefer to wait for developments in the investigation into the attack, including the involvement of Francisco Wanderley Luiz, accused of exploding bombs near the Federal Supreme Court (STF).
The PL, however, continues to press for a quick analysis of the amnesty, arguing that the investigation could take more than a year. Representative Eduardo Bolsonaro (PL-SP) criticized the alleged attempt at “manipulation” surrounding the attack and classified the use of the case to prevent the amnesty from progressing as “unacceptable”.
Representative Bia Kicis (PL-DF) made her support for a candidate for president of the Chamber conditional on her commitment to amnesty. “They will try to use this suicide, an isolated act, to try to stop the amnesty, but we will not allow it”, he also stated to Correio Braziliense.
Since last week, the Federal Police have been conducting investigations into the explosions in Praça dos Três Poderes and in the Annex IV parking lot of the Chamber of Deputies. For members of the government of President Luiz Inácio Lula da Silva (PT), there are signs of political motivation for the attacks.
