under the government of then president Jair Bolsonaro (PL)with the aim of preventing the possession of Luiz Inácio Lula da Silva (PT)points out that the representative of the federal Executive wrote and made adjustments to the text of the decree known as the “coup draft”.
The information is contained in the PF report that served as the basis for the minister’s order Alexandre de Moraesfrom the Federal Supreme Court (STF), about the coup plot.
According to the PF, the plan was to capture Moraes on December 15, 2022, still during the Bolsonaro government and before Lula took office, which took place on January 1, 2023.

Four Special Forces soldiers were arrested in the operation launched by the PF: Lieutenant Colonel Helio Ferreria Lima, Major Rodrigo Bezerra Azevedo, Major Rafael Martins de Oliveira and Brigadier General Mario Fernandes, former executive secretary of the Secretariat. -General of the Presidency of the Republic in the Bolsonaro government. PF agent Wladimir Matos Soares was also arrested.
“Chronology of criminal acts”
According to PF investigations, the “chronology of criminal acts” indicates that, initially, then-president Jair Bolsonaro made “analysis and changes” to the so-called “coup draft” – a document that, in theory, predicted a coup d’état in the country, so that Lula could not take office.
Then, according to the investigation, Bolsonaro had a meeting with General Estevam Theofilo, on December 9, “with the purpose of consummating the aforementioned coup”.

The PF also points out that there was an exchange of messages between Lieutenant Colonel Mauro Cid, then Bolsonaro’s aide-de-camp, and Army Colonel Marcelo Câmara, former advisor to the then president. In the messages, both indicated that they would be “following and monitoring” minister Alexandre de Moraes.
The document signed by Moraes, based on information from the PF, also states:
“The analysis and changes carried out by the then President of the Republic JAIR MESSIAS BOLSONARO in the so-called “draft of the coup” are highlighted by the Federal Police in Pet 12.100/DF, which generated prevention for the distribution of this Pet 13.236/DF, in which it was found that messages forwarded by MAURO CID to General FREIRE GOMES, then Commander of the Army, signaled that the then President JAIR MESSSIAS BOLSONARO was drafting and adjusting the draft of the illegal coup Decree and already seeking the support of General ESTEVAM THEOPHILO GASPAR DE OLIVEIRA, all demonstrating that enforcement actions for a coup d’état were underway.”

According to the text, “the Federal Police even points out the existence of records that General ESTEVAM THEOPHILO GASPAR DE OLIVEIRA was at the Palácio do Planalto on 12/9/2022 (page 169 of the representation of Pet 12.100/DF)”.
Bolsonaro “cleared” the decree, says Mauro Cid
According to the PF investigation, Bolsonaro’s active participation in preparing the “coup draft” is proven by the exchange of messages between Mauro Cid and General Freire Gomes, then commander of the Army.
In one of the messages, Cid states that Bolsonaro would be under “pressure to take a heavier measure”. The former president’s aide-de-camp also says that Bolsonaro “simplified the decree” and made it “more summarized”.

“Good afternoon, General! Just to update you sir, what has been happening is the following. The president has received several pressures to take more, heavier measures where he will, obviously, use his forces, right? But he knows, he still continues with that idea he came up with at the last meeting, but the pressure he receives is from everyone. He’s… He’s an agricultural guy. There are some deputies, right? That’s right… So the pressure he has received is very great. Is today what he did this morning? He streamlined the decree, right”, says Cid.
“Those considerations that you saw and streamlined the decree, made a much more decree, it’s, in short, right? And what did he say about talking to General Theóphilo? In fact, he wants to talk. He likes it, he likes to chat, right? I think that in some way, how he is without leaving Alvorada, how he is trapped in Alvorada, there… It’s a way he has of, of depuffing or of… Moving forward. Because if it is not, if the force does not ignite, it is the status quo that remains there as what was planned, what was being done, what was being taken into consideration in the meetings, okay? Yes, it is, but obviously there are a lot of people…”

“In relation to the meeting with the COTER Commander, General ESTEVAM CALS THEOFILO, on 12/9/2022, with the purpose of organizing the aforementioned coup d’état, the Federal Police points out that dialogues held between MAURO CID and BERNARDO ROMÃO CORREA NETO point out that General ESTEVAM THEOPHILO GASPAR DE OLIVEIRA would have agreed to execute the measures that would culminate in the consummation of the coup d’état, as long as the then President JAIR MESSIAS BOLSONARO signed the decree that had been debated and adjusted, although there was no count on the adhesion of the General FREIRE GOMES, then Commander of the Army (pages 145-169 of Pet 12.100/DF)”.
“The analysis of the data stored on the cell phone of MAURO CÉSAR BARBOSA CID, according to the Federal Police, therefore identified that, approximately 6 (six) days after the then President of the Republic JAIR MESSIAS BOLSONARO had analyzed and made changes to a draft Decree intended to consummate the coup d’état and met with the COTER Commander, General ESTEVAM CALS THEOFILO, on 12/9/2022, with the purpose of organizing military support, MAURO CÉSAR BARBOSA CID and MARCELO CÂMARA exchanged messages indicating that were following the operation organized by General MÁRIO FERNANDES to monitor the Minister of this SUPREME COURT, then President of the SUPERIOR ELECTORAL COURT, to carry out his illegal detention, including the possible carrying out of homicides in relation to the elected presidential ticket”, the document continues.
“In this context, the police authority emphasizes that: ‘the objective of the criminal group was not only to ‘neutralize’ Minister ALEXANDRE DE MORAES, but also to extinguish the winning presidential ticket, through the assassination of President LULA and Vice President GERALDO ALCKMIN, as set out in the operational planning called ‘Green Yellow Dagger’, prepared by General MARIO FERNANDES’.”
