PF report shows parts of the document printed at Palácio do Planalto that details the alleged actions that would be committed in 2022
The PF (Federal Police) report that supported the case shows the existence of a 3-page document in Word called “Fox_2017.docx” that would detail a plan to kidnap or kill Federal Supreme Court Minister Alexandre de Moraes, the elected president ( PT) and the elected vice president (PSB) in 2022.
The investigation was forwarded to Moraes, who authorized the start of the operation this Tuesday (19.nov.2024). The action complies with 5 preventive arrest warrants, 3 search and seizure warrants and 15 precautionary measures. There are 4 military personnel and 1 former PF agent.
According to the corporation, the plan, called “Planning – Punhal Verde Amarelo”, indicates a “true planning with terrorist characteristics, which describes all the data necessary to carry out a high-risk operation”. The PF did not make the document available in full, but included excerpts in the investigation report. Here are the ones available (PDF – 1 MB).
Metadata obtained by the corporation shows that the file was created on November 9, 2022 by retired general Mário Fernandes, then executive secretary of the General Secretariat of the Presidency of the Republic. The investigation indicates that the plan “possibly” it was printed in the General Secretariat’s office on the same day.
“The document presents in topic format the planning of a clandestine operation, with operational reconnaissance demands to be carried out, demands for preparation and conduct of the action (necessary resources), personnel demands to be used and execution conditions”wrote the PF.
Here are some of the document’s topics:
- “Rec Op demands (surveys)” – necessary steps already underway to identify Moraes’ personal security apparatus (security equipment, weapons, armored vehicles, itineraries and schedules);
- “Demands for Preparing and Conducting Action (Means)” – list of items necessary for the action, including the use of disposable chips, cell phones and weapons “of war”such as rifles, pistols, grenade launchers and rocket launchers;
- “PES Demands” – minimum number of people for action against Moraes;
- “Execution Conditions” – description of the possibilities for success, risks and impacts, in addition to what had already been raised and what still needed to be assessed. It shows that the “use of explosive device” and the “poisoning at a public event” of targets. He cites them to refer to Lula and Alckmin, respectively.
Cross-referencing information about location, movement, records of entries and exits from Palácio do Planalto and conversations via messaging applications, the PF understood that, on December 6, Mário Fernandes printed the document for the second time at the headquarters of the Executive Branch. At that moment, Rafael Martins de Oliveira and the former president (PL) were at the scene.
The investigation highlights that the plan appeared to accept “collateral damage” that involved the death of security guards and those involved in the action.
“In other words, clearly for those investigated, the death not only of the minister, but also of the entire security team and even the military involved in the action was permissible to fulfill the mission of ‘neutralizing’ the so-called ‘center of gravity’, which would be an obstacle to the consummation of the coup d’état”says the document.

THE PF OPERATION
The PF (Federal Police) carried out an operation this Tuesday (19.nov) targeting suspects of being part of a criminal organization responsible for planning, according to findings, a coup d’état to prevent the elected government from taking office in the 2022 elections.
Agents target so-called “black kids”, a group formed by Special Forces soldiers, and investigate an execution plan by President Lula (PT) and his vice, Geraldo Alckmin (PSB).
According to the corporation, the group also planned the arrest and execution of STF (Supreme Federal Court) minister Alexandre de Moraes. The crimes investigated, according to the PF, constitute, in theory, a violent abolition of the democratic rule of law, a coup d’état and a criminal organization.
5 preventive arrest warrants and 3 search and seizure warrants were issued in Rio de Janeiro, Goiás, Amazonas and the Federal District. 15 measures were determined, such as the prohibition of contact between those investigated, the delivery of passports within 24 hours and the suspension of the exercise of public functions.
One of the targets of Operation Countercoup, as it is being called, is retired general Mário Fernandes. He was executive secretary of the General Secretariat of the Presidency in the government of (PL). He was also an advisor in the office of the deputy and former Minister of Health, (PL-RJ).
Also targeted by the warrants were lieutenant colonels Hélio Ferreira Lima, Rafael Martins de Oliveira and Rodrigo Bezerra de Azevedo, and federal police officer Wladmir Matos Soares. All were subject to preventive detention and a ban on maintaining contact with other people being investigated, as well as a ban on leaving the country, with the consequent surrender of their respective passports.
In , the PF said that a criminal organization “a high level of technical-military knowledge was used to plan, coordinate and execute illicit actions in the months of November and December 2022”.
The plan was being called “Green and Yellow Dagger” and would be executed on December 15, 2022.
“The planning prepared by those investigated detailed the human and military resources necessary to trigger the actions, using advanced military operational techniques, in addition to the subsequent establishment of an ‘Institutional Crisis Management Office’, to be integrated by the investigated themselves for the management of institutional conflicts arising as a result of actions”said the PF.
