Graduated in civil engineering from the Faculty of Civil Engineering of Barra do Piraí, now UGB, and from the State University of Guanabara, he worked on the construction of the Rio-Niterói Bridge between 1973 and 1974 and at the Mendes Júnior construction company between 1975 and 1983.

He entered political life in 1969, joining the MDB and, in 1980, with political opening, the PMDB.

His first public position was mayor of Rio Branco (1983-1986), appointed by governor Nabor Júnior, whom he succeeded after winning the 1986 elections.

In 1990 he was elected senator and in 1994 he once again ran for government of Acre, but was defeated by Orleir Cameli. He suffered another defeat when he tried to be re-elected to the Senate in 1998, being defeated, this time, by PT member Tião Viana.

In 2000, he was elected mayor of Rio Branco in the first round. However, he resigned from his position in 2002 to run for state government again. It ended up being won by the candidate for re-election, Jorge Viana. In the 2006 election he was elected federal deputy and, in 2010 and 2014, he was re-elected. In the latter he obtained 18,372 votes, being the seventh most voted among the 8 elected from his state for the 55th legislature.
