However, the move by the US administration and President Joe Biden to lift the restrictions he had put in place that prevented Ukraine from using US-supplied weapons to strike deep into Russian territory has given new ramifications.

“Fuel on the Fire” by Sergey Lavrov

At the same time, the new statements of Sergei Lavrov, the Russian Foreign Minister and one of Vladimir Putin’s closest collaborators, add fuel to the fire. In particular, Russian Foreign Minister Sergei Lavrov said that the attacks in the Bryansk region of Russia by Ukraine that the West wanted to escalate the conflict, but what caused more concern was his sentence:

“Without the Americans, it is impossible to use these high-tech missiles, as Putin has repeatedly said,” Sergey Lavrov also said, referring to the Ukrainian attack.

Lavrov said he hoped Moscow’s new nuclear doctrine, in which Vladimir Putin lowered the threshold for a nuclear strike, would be read carefully.

The new Putin doctrine

According to the Tass news agency the basic principle of the decree, signed a day after the US announced that it would allow the use of US ballistic missiles by Ukraine, is that nuclear weapons are an extreme measure to protect the integrity of Russia.

Regarding the parameters for the use of nuclear weapons by Russia, the decree expands the category of states and military alliances to which Moscow can respond nuclear.

It specifically states that any aggressive action by a non-nuclear state with the participation or support of a nuclear-armed country will be considered a joint attack on the Russian Federation.

Additionally a nuclear “response” from Russia is possible:

  • in the event of a “critical threat” to its integrity even with the use of conventional weapons
  • in the case of an attack on Belarus
  • in the event of a mass attack by fighter jets, cruise missiles, drones or other aircraft and the violation of Russian borders.
