Lula sanctions law against sexual abuse of children and young athletes

The law makes continuous training mandatory for professionals who work with sports training for minors, with the aim of preparing them to identify and respond to situations of sexual abuse.

The president Luiz Inácio Lula da Silva (PT) sanctioned the law that establishes guidelines to prevent and combat sexual abuse against children and adolescents in educational sports environments ().

The text is available in this Friday’s edition (22) of the Official Gazette of the Union (DOU) and comes into force in six months.

The law makes continuous training mandatory for professionals who work with sports training for minors, with the aim of preparing them to identify and respond to situations of sexual abuse and exploitation.

It also encourages the participation of the school community, families and child and adolescent protection agencies in building a safer environment for students.

The law conditions the receipt of public resources by sporting entities on the adoption of various measures to protect children and adolescents against abuse and sexual violence committed in sport. Among the commitments that must be adopted are:

  • Qualification of professionals;
  • Support for educational campaigns that raise awareness of the risks of sexual exploitation and child labor;
  • Registration of athlete training schools with the municipal and district councils for the Rights of Children and Adolescents;
  • Clarification to parents about the conditions to which students in these schools are subjected;
  • Measures to prevent internal and external trafficking of athletes;
  • Ombudsman institution for complaints;
  • Annual reporting on compliance with these measures.

The project that gave rise to the law () was approved by the Senate plenary on October 29th and had as rapporteur the senator Damares Alves (Republicans-DF).
