On the first day of the “marathon” of votes on the State Budget for 2025 (OE2025), 39 proposals for amendments to the document were approved, 33 of which were from the opposition. The Socialist Party was the only party without “victories”.
At the start of voting on the OE2025 specialty, which lasted around five hours, the record holder for approved proposals was PAN – with 13 measures made possible.
Second place was shared between Left Bloc and the parties that support the Government, PSD/CDS-PPwho managed each six proposals with ‘green light’.
Closing the podium, the PCP saw five measures approved which amend the document delivered by Luís Montenegro’s executive.
Com four proposals made viable is Chega; followed by Free with three; and the Liberal Initiative with two.
PS out of the “medallion”
PT left the first day of voting without any proposal approved.
Among the failed measures was exclusive dedication to the National Health Service (SNS), which was one of the counterproposals requested by Pedro Nuno Santos in the negotiations that ended without an agreement with the Government.
Main measures approved
From the party with the largest number of viable amendment proposals (PAN), the ‘green light’ to initiatives that expand the Porta 65+ program for victims of domestic violence who need to leave home or updating allowances for MNE employees in external services.
The proposals of the PAN that aim to ensure “expenses inherent to the improvement of official data” on debauchery crimes or that signal the beginning of the work necessary to prepare a harassment protection guide that informs victims of their rights and the support mechanisms available are also among those made possible.
Among the main achievements of the party led by Mariana Mortágua is the proposal that halts the reduction of advertising on RTP over the next yearwhich had been announced by the Government as part of the media plan.
Government says “denies”
However, later in Parliament, the Minister of Parliamentary Affairs, Pedro Duartemade known the Government will maintain plans for the end of advertising on RTP, highlighting that these decisions do not pass through Parliament: “No Government proposal was rejected, to be clear (…) there is a manifestation of intentions that, if implemented, will be in a contract between the Government and to RTP. It doesn’t go through parliament, much less through the State Budget.”
From the Left Bloc, a proposal was also approved that conditions the attribution of benefits to the media that hire Lusa’s services compliance with transparency obligations and maintaining or increasing employment.
Featured fast-wearing professions
The parties that support the Government (PSD e CDS-PP) also saw some of their proposed amendments made viable by the opposition, namely two that promise to study the possibility of equating the contributory regime for embroiderers in Madeira (a profession considered to be quickly worn out) to carpet makers in Arraiolos and artisans/barristas from Bonecos de Estremoz and another that allows overcome delays in issuing medical certificates of multipurpose incapacity in accessing Social Inclusion Benefit (PSI).
Reinforcing funds for the protection for victims of domestic violence and programs aimed at aggressors was one of the proposals of the PCP which was approved, as well as the social protection and valorization of carpet makers from Arraiolos and doll artisans from Estremoz.
Do He arrivesa proposal was approved that includes strengthening the technical means for protection of submarine telecommunications cables and a measure that provides for the Government to review the special career of pre-hospital emergency technician in the first quarter of 2025.
O Book saw a proposal made possible that authorizes the Government to transfer funds for elimination of architectural barriers and adapting the building to people with reduced mobility and yet another to make the necessary budgetary changes to ensure the expenses inherent to subsidized credit operations.
A IL approved two proposals relating to Public Administration, one to create the Save and Reward programof prizes to be granted to public sector workers, when they make cost savings, and another for a program to rationalize the State’s consultative administration.
