The board of directors of , which manages , opened conversations with deputies and state secretaries with the aim of trying to change the budget proposal for 2025 sent by the government (Republicans) to the Legislative Assembly of and which will be voted on in December.
The proposal foresees R$211 million for the foundation, between its own resources and the Treasury. In 2024, it was R$208 million.
This amount, according to directors, is enough to cover the salaries of the 743 employees and 13 apprentices hired under the CLT regime. However, they state, the budget does not include resources for investment or funding, which involves spending on electricity bills, water and property repairs.
In 2024, the estimated amount for funding was R$12.9 million, but it became a pivot of tension between the foundation and the government after a contingency that lasted until October. For next year, the projection is that funding costs will reach at least R$15 million.
“[O valor de custeio] It is fundamental for the existence of the Padre Anchieta Foundation, we were unable to increase the house’s business enough to surpass this amount, which may not come next year”, said José Roberto Maluf, president of the Padre Anchieta Foundation, during a board meeting in October.
“For the year 2025, the budget foresees a value for salary remuneration, but the cost, which this year was R$ 12.9 million, was contingency, and then finally released, for next year it is zero, and it has already been sent to the Assembly. We have to ask the secretaries, the deputies, to change this situation again. We are already taking steps in the Assembly to make this change, and we hope to count on the deputies to include an item. . which is the costing item, which is fundamental to our activity”, he added.
At this meeting, the counselors encouraged the search for parliamentarians, secretaries and influential people to try to get the state government to supplement the foundation’s budget. Without this, they stated, the scenario for next year is “unfeasible” and could be the “shovel of lime” in the foundation.
During a meeting in July, Tarcísio told Maluf that he wanted efficiency and that “” to increase the foundation’s revenue. The governor also said that he was counting on the entity to obtain resources from third parties, the private sector, the Rouanet Law and “other things”, as revealed by the Panel.
Since last year, members of the Foundation’s board have expressed concern about the station’s programming. On the state management side, the discourse is that it is necessary to reduce expenses and increase efficiency in all areas of management.
In a note, the Fundação Padre Anchieta states that the subject of the budget proposal “is being discussed directly by the executive board with the secretaries of the state government and with the deputies in the Legislative Assembly”.
The Department of Culture also says in a note that the foundation “is a non-profit private law entity with legal, administrative and financial autonomy” and that “in the composition of revenues, there are resources coming from government contributions, incentive and sale of services.”
“As far as the government of SP is concerned, the 2024 budget is around 9% higher than that allocated in 2023, therefore there has been real growth. Throughout 2024, all of the foundation’s resources and endowments were defunded, with no restrictions. Furthermore, the resource proposal for the Foundation in PLOA [Proposta de Lei Orçamentária Anual] 2025 is R$ 211.1 million, a value higher than that stated in the LOA [Lei Orçamentária Anual] of 2024”, he completes.
