Director of the Environment of the FPA (Parliamentary Front for Agriculture), federal deputy Zé Vitor (PL-MG) criticized the Brazilian government for aiming for the range between 59% and 67% by 2035 without having consulted Congress.

“Congress must be heard in revisions to the NDC [sigla em inglês para contribuição nacionalmente determinada]. It is a goal that goes beyond a government. The absence of parliamentarians in the debate and construction of the proposal violates procedures and exposes Brazil to partisan or ideological will”, says Zé Vitor.
The deputy also states that the COP ended with , failing to achieve the main objective of defining goals and means for financing actions to combat climate change.
“These conferences have, in essence, the desire to address the right to development. Therefore, developed countries must make commitments to reduce emissions and support emerging and non-developed countries”, he argues.
“The expectation was that at least US$400 billion could be committed by developed countries. It is very clear: climate negotiation is an economic negotiation. Without large resources, just minimal results.”
Zé Vitor also said that, at the event, held in Belém in 2025, what should be “addressed is the union of the country around a pact, a national project on climate change.”
“Brazil needs to arrive united at COP30. The society involved and the sectors heard will give legitimacy to Brazilian negotiators”, he added.
