Since September 20, lawyer Luiz Maurício Carvalho e Silva has been employed at Caixa as a consultant to the president, Carlos Vieira.
The lawyer defends Lira in one case and has already represented the deputy’s mother in another case. He has also worked at Codevasf, a state-owned company under the influence of Lira and with money from parliamentary amendments — he left the position in June last year.
At the end of 2023, the president () responded and appointed Carlos Vieira. Since then, the bank’s positions have been divided between different parties, such as the PP, the Republicans and the PL.
In a statement, Caixa stated that the hiring of Luiz Maurício “complied with the institution’s governance and integrity rites.” “The bank adopts compliance mechanisms, establishing guidelines that aim to identify and mitigate conflicts of interest of its employees and collaborators, ensuring compliance with the standards and values that govern the organization.”
Lira was questioned by the report about the appointment of his lawyer for the position at Caixa, but he did not want to comment.
In April 2022, the Sheet showed that the government (PL). The cities had contracts with a company, Megalic, whose owners are allies of the Mayor.
At the time, the newspaper revealed signs of fraud in the municipalities’ bids for the purchase of the kits, acquired with money from rapporteur amendments — part of the budget commanded by Lira. It also showed that Megalic —the company denies wrongdoing.
It was based on these reports that the Federal Police began an investigation — later annulled by Minister Gilmar Mendes, of the STF (Supreme Federal Court). Investigators reached alleged operators and Lira’s advisor by tracking values and suspects.
One of the targets was the police officer and businessman. The PF identified a series of his transactions with Megalic and, in his office, a safe was found with around R$4 million.
Reports from Coaf (Financial Activities Control Council) obtained by the reporter, and which are part of another investigation (Operação Face Oculta), indicate that lawyer Luiz Maurício carried out transactions with .
Lira’s lawyer transferred R$50,000 to the businessman and police officer. The movements took place from December 2021 to November 2022, part of the period investigated by the PF in the case of robotics kits.
Asked about the transaction, Luiz Maurício said that he is a personal friend of Nogueira Junior and that the transfer refers to the payment of a personal loan. He said he did not remember when he took this loan.
The lawyer said he still defends Lira in two civil matters. He stated that the presidency’s consultancy “is a consultative and multifaceted body” and that it works on “various topics inherent to the bank’s activity”.
The law firm of the now Caixa employee is registered at the same address as a consultancy in the name of Luciano Cavalcante, Lira’s former advisor also investigated in the kits case. Luciano’s partner in this company, in turn, is the interim president of Caixa Asset: Heitor Souza Cunha — the coincidence of addresses was revealed in .
The lawyer told Agência Pública that Luciano has been his friend for many years and that the two companies just share the same property, in Brasília, without any relationship.
The report also sought Luciano Cavalcante’s defense and received no response.
Gilmar Mendes the purchase of robotics kits after agreeing with Lira’s argument that the PF had disrespected its special jurisdiction in the progress of the case.
The minister said that the police opened an investigation based on journalistic news “which expressly suggested the involvement of a federal parliamentarian in an alleged scheme of misappropriation of public resources”.
In August 2023, it annulled all evidence collected and ordered the return of seized assets, such as cars and computers.
The PF investigations had continued for more than eight months before reaching a person related to the mayor. Lira’s name only appeared in the investigation in June 2023, when the police found a list of payments attributed to him.
In the same month, the police sent the case to the STF because of jurisdiction.
Last month, requests were made by those under investigation, such as Murilo Nogueira Junior and Luciano Cavalcante, to recover part of the values found by the PF in the safe and in suitcases during the investigations.
According to the ministers, there are doubts about the legal origin of the money, despite the investigation having been canceled by Gilmar.
According to Caixa employees, presidential consultants, such as Lira’s lawyer, receive around R$40,000 per month. The report asked the company about the salary, but there was no response.
Caixa informed that the position occupied by Luiz Maurício “has as main responsibilities the evaluation of strategic, technical and legal aspects related to the bank’s processes, products and services, and monitoring the political, economic, social, technological and cultural scenario to assist senior management in decision making”.
