According to the PF, the handwritten document entitled “Operation 142” was seized at the PL headquarters and cites steps such as “annulment of the elections”
Report from the (Federal Police) states that material seized from the desk of General Braga Netto’s advisor, Colonel Peregrino, at the headquarters of the (Liberal Party), the acronym of the former president (PL), contained an outline of an alleged coup d’état plan to prevent the inauguration of the elected president in 2022, Luiz Inácio Lula da Silva (PT).
According to the corporation, an excerpt from the handwritten document entitled “Operation 142” – in reference to article 142 of the Federal Constitution – contained the following sentence in the final stage of the plan: “Lula doesn’t climb the ramp”. The information is contained in a report whose confidentiality Minister Alexandre de Moraes, of the STF (Supreme Federal Court), overturned this Tuesday (26.Nov.2024).

Read below some of the measures listed in the “Operation 142” document – which must have been written between November and December 2022:
- “interruption of the transition process”;
- “annulment of elections”;
- “extension of mandates”;
- “replacement of the entire TSE” (Superior Electoral Court) – at the time commanded by Moraes, one of the victims of the murder plan;
- “preparation for new elections”.
“The evidentiary framework demonstrates that those investigated carried out several actions to somehow obstruct the investigations that investigate the constitution of a criminal organization to attempt to carry out a coup d’état and Abolish the democratic Rule of Law, by restricting the exercise of judicial power, especially the STF and the TSE”says the corporation.

The PF also says in the report that the “document demonstrates that Braga Netto and its surroundings, contrary to what was explained in the previous document, had a clear coup intention, with the objective of subverting the Democratic Rule of Law, using an anomalous interpretation of art. 142 of the CF, in order to try to legitimize the coup d’état”.

Here is what article 142 of the Magna Carta says: “The Armed Forces, made up of the Navy, the Army and the Air Force, are permanent and regular national institutions, organized on the basis of hierarchy and discipline, under the supreme authority of the President of the Republic, and are intended for the defense of the Fatherland, the guarantee of constitutional powers and, on the initiative of any of them, of law and order.”
According to the PF, the name given to the document alludes to the article because it was “a possibility raised by those investigated as a means of implementing an institutional rupture after the electoral defeat of President Jair Bolsonaro”.

PF REPORT
The Federal Police concluded that groups were grouped to disseminate the narrative of fraud in the 2022 presidential elections, even before they took place. The purpose would be to legitimize a intervention by the Armed Forces.
There would be 5 axes of action:
- virtual attacks on opponents;
- attacks on institutions (STF and TSE), electronic voting machines and the health of the electoral process;
- attempted coup d’état and violent abolition of the democratic rule of law;
- attacks on covid vaccines and health measures in the pandemic; and
- use of the State structure to obtain advantages.
WHAT BOLSONARO SAYS
The former president denied having knowledge of the scheme to kill Lula or the attempted coup. Said he always acted “within the 4 lines of the Constitution” and that, in them, “there is no death penalty”in reference to the murder of the PT member.
