The Public Security and Combating Organized Crime Commission unanimously approved, this Tuesday (26), Bill 2025/2024, authored by federal deputy Coronel Ulysses (União – AC).
The proposal aims to create the Humanized Support Network for Boys and Girls Program (RHUAMM), with the aim of strengthening the protection and guaranteeing the rights of children and adolescents in Brazil.
The rapporteur, deputy Delegado Caveira (PL-PA), presented a favorable opinion to the project, highlighting its importance for preventing and combating violence against minors, in addition to offering support and assistance to victims.
According to the rapporteur, the program is essential to ensure the dignity and healthy development of children, especially those in vulnerable situations.
Context and Inspiration
The project was inspired by the tragic case of Rhuan Maycon da Silva Castro from Acre, a boy murdered in 2019 by his own mother and his partner.
The incident shocked the country and motivated the creation of a protection program in Acre, which is now seeking to expand nationally through RHUAMM. Since 2022, Acre has already had a similar program, created by the State Public Defender’s Office, to prevent and combat violence against children and adolescents.
Objectives of the RHUAMM Program
Bill 2025/2024 provides for the creation of the RHUAMM Program, which will be coordinated by the Ministry of Justice and Public Security, with support from the state Public Defenders’ Offices. The program aims to:
– Prevent and Combat Violence: Expand preventive actions to prevent abuse and violence against children and adolescents.
– Offer Support to Victims: Welcome and support children and adolescents who are victims of physical, psychological or sexual violence.
– Articulate the Protection Network: Involve public institutions and civil society partners in protecting children’s rights.
– Training Professionals: Train teachers and other professionals to identify and respond to cases of violence.
Alignment with UN Objectives
The project is in line with target 16.2 of the UN Sustainable Development Goals, which aims to end abuse, exploitation, trafficking and all forms of violence and torture against children. The approval of the project represents a significant step in the fight against child violence in Brazil, reaffirming the commitment of society and the State to the full protection of future generations.
For Ulysses, violence against children is a social wound
According to deputy Colonel Ulysses, the program will contribute to complying with art. 227 of the Constitution, which establishes the duty of family, society and the State to guarantee children and adolescents basic rights such as life, health, education, dignity and family life. He highlighted that, “understanding that violence against children is one of the most abominable violations of human rights, the approval of our project constitutes an effective means of preventing this social scourge.”
Next Steps
After approval by the Public Security Commission, the project goes for analysis by the Social Security, Social Assistance, Childhood, Adolescence and Family Commission, and, subsequently, to the Constitution, Justice and Citizenship Commission. The objective is to ensure that the initiative reaches all vulnerable children and adolescents in Brazil, providing a safer and more welcoming environment for their development.
