- “He planned, acted and had direct and effective control” of the acts that would lead to the coup, which was not completed due to “circumstances beyond his control”

- He requested “extraordinary verification” of electronic voting machines from the Electoral Court based on a report he knew to be false

7. Admiral Almir Garnier Santos, former Navy commander
- Joined the coup and made troops available for action
- Braga Netto’s orientation was to “spread praise” about him, recognized as a “patriot”, in opposition to the Army and Navy commanders who did not join
8. Alexandre Ramagem, former director of The thing
- Advised and equipped Bolsonaro with strategies to attack democratic institutions
- He used his position to determine the production of illicit reports to attack the electoral system and the

- Identified by the PF as Bolsonaro’s main operator in the coup plot, working in several groups within the group
- Produced and disseminated “studies” on supposed inconsistencies in ballot boxes produced before 2020, which supported the PL’s request to annul elections
- Participated in a meeting at Braga Netto’s house on November 12, 2022, days after the “Punhal Verde Amarelo” plan was printed
- Articulated, at Bolsonaro’s request, the “Letter to the Commander of the Army of Senior Active Officers of the Brazilian Army” and the dissemination of attacks against the commanders of the Force who resisted the coup

23. Fernando Cerimedoan Argentine political consultant who went live spreading false information about electronic voting machines during the 2022 elections.
24. Giancarlo Gomes Rodriguesan Army sub-lieutenant assigned to Abin, worked under the command of Ramagem in actions aimed at creating untrue information related to STF ministers.
25. Guilherme Marques de Almeidaa soldier assigned to the Army’s Land Operations Command (Coter), circumvented a court order blocking false content and made material produced by Fernando Cerimedo available on servers outside the country.
26. Helio Ferreira Limalieutenant colonel of the Army, participated in the preparation of the “Copa 2022” plan, to monitor and arrest Moraes.
27. José Eduardo de Oliveira e Silvapriest from the diocese of Osasco, participated in the drafting of the coup d’état.

36. Tercio Arnaud Tomazformer advisor to Bolsonaro and considered one of the pillars of the so-called “hate office”, was responsible for passing on the edited content of the live broadcast carried out by Argentine Fernando Cerimedo against electronic voting machines.
37. Wladimir Matos Soaresfederal police officer, participated in the “Punhal Verde Amarelo” plan to kill Lula, providing privileged information regarding the security of the now president.
