Budget votes: AD and PCP with more measures approved, IL with zero. PS approved Chega’s proposal. The second “hot” topic was postponed.
On the second day of the voting ‘marathon’ in specialty do Budget, they were 90 proposals approved of change, with the PCP and PSD/CDS-PP with the greatest number of victories and the liberals leaving without any viable measure.
The hot topic of this day would be the proposals for an extraordinary increase in pensions, but right at the beginning of the votes in the Budget, Finance and Public Administration Committee, Chega asked to to postpone vote on this topic, as his proposal would only be considered on Thursday.
Votes on proposals on VAT on bullfighting and on a limit on commissions on the amortization of housing loans were also postponed.
The parties that support the Government, PSD e CDS-PP, saw the largest number of proposals approved, reaching 28 measures. Already the PCP was the opposition party with the most victories, when counting 23 proposals approved.
O BE managed to see 13 proposals approved in parliament, while the PAN counted 12 and the PS com 9.
Already the Book saw three measures approved and the He arrives two, leaving only the IL without any achievements.
All this in a session that was once again attended by the Minister of Finance, Joaquim Miranda Sarmento – unlike what happened in previous years, when the Government was represented by Secretaries of State in these votes.
In the sum of the first two days of voting in the specialty, there were already 129 proposals approved.
“Saved” Government arrives
One of the highlights, despite not being a change, was the approval of the article of the OE2025 law proposal that lowers the rate of 2025 by 1 percentage point, one of the most controversial matters at the center of the failed negotiations between the PS and the Government .
Two other highlights were the important measures that the Government I wasn’t sure if they would be approved, but both were “saved” by Chegaas described by . In both, Chega changed his vote.
The first is precisely related to the IRC, more specifically the markup 20% of companies’ expenses with health insurance of workers. It was an important point for the Government, which is in the recent income agreement with social partners (excluding CGTP).
The second was the IRS exemption from prizes of productivity to workers – up to a limit of 6% of the annual base salary. Also here the Enough changed your vote: first abstained, then voted in favor. Premium exemption also approved.
Other proposals
On a day with many measures aimed at the autonomous regions, the PSD/CDS-PP proposal stands out, which determines that the amount of debt which can be contracted by autonomous regions for late payments and debt consolidation is reinforced up to 150 million euros.
Furthermore, the proposal from the parties that support the Government that ensures that the revenue allocated to the INEM cannot be used for any purpose other than the expenditure of this institute was approved.
Already from the PCP, several proposals on the railway ea highway, namely so that “the necessary procedures for the restoration of railway accessibility to the district of Bragança”.
On BE’s part, a proposal was approved which determines that the tender for the construction of a new hospital in Seixal will be launched in 2025, as well as a measure for the Government to carry out a study to create a railway line between Guimarães and Braga.
A PAN proposal that allocates 14.5 million euros to official animal collection centerssupport for sterilization and promotion of animal welfare was approved, and several measures to prevent corruption in the Public Administration were also given the ‘green light’, namely the reinforcement of human resources to combat corruption.
From the socialist bench, measures were approved so that the purchase of bicycles with or without engine you can deduce IVA, as well as one on the implementation of the recovery and rehabilitation program of schools, referring to the need for the Government to comply with a resolution of the Council of Ministers with the commitments in terms of financing that program, provided for in an agreement signed between the executive and the National Association of Portuguese Municipalities, within the scope of decentralization.
Livre saw a proposal approved that reintroduces the possibility of a hidden visit to the Complaint Portalparticularly to report crimes of domestic violence.
Finally, Chega approved two, one aimed at the technological development of Portuguese industries and another to carry out a survey of the water needs of the Cova da Beira and prepared a inventory on possible irrigation expansion sections of this area.
This last proposal was first time in this OE that the socialists voted in favor of a Chega proposalwhich ended up being approved with votes against from PSD, CDS-PP, BE and PAN and abstention from PCP and Livre.
