During a press conference, this Thursday (28), the Chief Minister of the Civil House, Rui Costa, complained about the market’s criticism of the package of measures to cut spending and said that the sector “released fake news” to gain from the increase of the dollar.
In addition to the cuts, the Minister of Finance, Fernando Haddad, announced, in an address to the nation via radio and TV, this Wednesday (27), the exemption from Personal Income Tax (IRPF) for those earning up to R $5 thousand.
This Thursday, mainly as a result of the announcement about the exemption, the dollar exchange rate opened sharply up 1.25% to R$5.99.

“What we are doing today is waving a response to a market, which, according to the text they published, was pricing in the present a future imbalance in public accounts. And here we are ensuring that this long-term imbalance will not occur”, said Costa.
“Yesterday, I saw the market insistently releasing fake news to take advantage of gains from these peaks, that this would be announced for 2025, and with a peak in dollar increases. Putting it in 2025 would break predictability. What was said in the campaign and inauguration is being fulfilled, there is no surprise”, he added.
The head of the Civil House also highlighted that there was no break in expectations regarding the announcement of the income reform, which was a campaign commitment by President Lula. In this regard, Costa stated that he is sure that the measure will be approved by the population who want social justice.
In addition to Rui Costa, ministers Fernando Haddad (Finance), Simone Tebet (Planning), Alexandre Padilha (Secretariat of Institutional Relations of the Presidency of the Republic), Paulo Pimenta (Secom) and Esther Dweck (Management and Innovation) participated in the press conference in Public Services).
Rui Costa once again declared that whoever “bets against Brazil will lose”.
The Chief Minister of the Civil House also said that he will not feed “this thing used as an investigation and that seeks intrigue and dissonance within the government”.
Costa highlighted that it is time to put aside the narrative that, within the government, there are “bad wolves and little red hoods”. The minister stated that the government acts in a consensual manner and that the spending cut package belongs to all ministers and Ministries.
“Anyone who bets against Brazil will lose, because this country is growing consistently, is attracting international investments consistently, President Lula will not give up fiscal responsibility and all adjustments will be made, if necessary, in the short term, in the future. medium and long term to guarantee the fiscal framework”, stated Costa.
To complement Costa’s speech, Haddad stated that there are, obviously, discussions when working on measures that involve so many areas of the government such as spending cuts, however, that the team is fully aligned and agreed on the proposed measures.
