The two competitors of the current police ombudsman, Claudio Aparecido Silva, known as Claudinho, have no connection with him. One of the contenders is Mauro Caseri, chief of staff at the Ombudsman’s Office. The other is also lawyer Valdison Pereira, who is married to Melissa Carla, an advisor to the agency.
The governor (Republicans) will have to choose one of the three from the list formed from an election held on the 14th by Condepe (State Council for the Defense of Human Rights), a body linked to the state Department of Justice.
Pereira tells the Panel that he is not linked to the ombudsman or the Ombudsman’s Office. He states that he was a guardianship advisor and advisor to Condepe until mid-2024 and that his appointment to the position “part of a broad discussion with civil society entities”.
Regarding his partner, who is also a lawyer, he says that Melissa provides assistance at the ombudsman’s office “due to her technical qualifications”. She has experience in the area of human rights and was a member of the municipal policy councils for women and children and adolescents.
He states that he does not see continuity “in the strictest sense of the word” if he or Caseri take over the position, and not Claudinho. This is because, he says, “each of us has well-defined agendas for the body”.
If chosen, he explains, he will work to strengthen the Unified Public Security System (SUSP), “in search of guaranteeing life and human rights, of public security agents and all civil society in the state of São Paulo, working directly with the social movements and civil society”.
The position linked to the Public Security Secretariat functions as a type of police ombudsman, receiving complaints and demanding oversight from the security forces, but has no investigative power.

Traditionally, candidates for ombudsman have left-wing political origins — Claudinho’s predecessor, he had links with the PCdoB, for example. Tarcísio has until December 23rd to choose one of the three most voted.
