The PEC (proposed amendment to the Constitution) that granted reached the CCJ (Constitution and Justice Commission) on November 28, 2023, where it continues to this day, without a vote. The government is against the proposal and managed to postpone consideration of the issue over the last year.
Since 2021, the BC has had technical and operational autonomy guaranteed by law. The monetary authority, however, continues to have no power over its own budget.
The PEC proposes to transform the BC – today an autarchy of a special nature – into an institution of a special nature with technical, operational, administrative, budgetary and financial autonomy, “organized in the form of a public company and endowed with police powers, including powers of regulation, supervision and resolution”.
The proposal received a favorable opinion from the rapporteur, senator Plínio Valério (PSDB-AM), and has the support of the president of the BC, .
“The BC has many projects that could generate enormous benefits for the country and the population, but it is necessary to have autonomy to manage resources and be able to develop these actions”, says Fabiana Carvalho, vice-president of the National Association of Central Bank Analysts .
The entity says that the budget reduction threatens important projects, such as those developed by the entity’s Project Office, responsible for managing actions such as Pix, Open Finance and Drex.
On Thursday (28), BC held an event to celebrate the office’s 20th anniversary.
“What is the prospect of the birth of projects and the durability of important projects in a scenario of a 91% reduction in resources? And, more importantly, which project as innovative as Pix is failing to be born and bringing new benefits to society due to lack of resources and structure?” says Carvalho.
