Released last week, the new ICMS Verde report, a law that rewards municipalities with more sustainable initiatives, shows that the protected area in the state has tripled.
The law was created in 2007 and distributes extra tax resources to cities that have made the most progress on the green agenda, according to measurement criteria from official institutes. The criteria include items such as access to water, recycling and creation and maintenance of green areas, for example.
During this period, 54 landfills were closed in the state, according to Minc, partly due to financial incentives for cities.
“If some municipalities will gain more, others will gain less. The objective is to create an ecological competition. If a city does not continue to advance and others advance further, it starts to lose”, says the parliamentarian.
Since 2007, around R$2 billion has been distributed, according to Minc. For the year 2025, the cities most benefited are Cachoeiras de Macacu, which will receive R$ 11.6 million, Rio Claro (R$ 10.9 million), Silva Jardim (R$ 9.2 million), Mesquita (R$ 8.6 million) and Nova Iguaçu (R$ 6.9 million).
