Project that changes Chamber benches generates controversy – 12/02/2024 – Panel

The bill that redistributes seats to reflect population changes has generated strong resistance in benches that will see the number of deputies dwindle.

The text seeks to comply with a determination from the (Federal Supreme Court) so that Congress can make adjustments. If this does not occur by June 30, 2025, the distribution would be made by the (Superior Electoral Court).

in the week of the 9th, Rio de Janeiro would suffer the biggest loss among the benches: it would lose four deputies and be left with 42. Bahia, Rio Grande do Sul, Paraíba and Piauí would lose two each. Santa Catarina and Pará would win four and Amazonas would have two more.

At the CCJ meeting last Wednesday (27), deputies from Rio de Janeiro tried to prevent the consideration of the text.

Coordinator of the state bench in the Chamber, the leader of Solidariedade, Aureo Ribeiro, disputes the Census data. “Do you think someone will go to Complexo do Alemão to collect people’s censuses?” he says.

He defends that there must be negotiation to approve the text. “We don’t want one state to fight to take the seat from another”, he states.

Aureo said he approached the president of the Chamber, Arthur Lira (PP-AL), to propose the creation of a special commission to debate the topic.

The deputy also says he will raise a point of order against the president of the CCJ, Caroline De Toni (PL-SC), for “managing the commission meeting”. “I find it strange the way that Representative Carol de Toni is conducting herself in the commission, since her state benefits. She is a candidate for senator and is transforming this into an electoral agenda.”

The deputy denies having a political interest in the matter and says that the person who has electoral intentions is the parliamentarian from Rio de Janeiro, “since the reduction of seats in Rio de Janeiro could directly imply his re-election.”

says Carol De Toni. “We, who are fed up with judicial activism, cannot allow this.”

For Congressman Sanderson (PL-RS), the issue is complex and deserves attention. “The reduction in the number of federal deputies will also imply a reduction in resources allocated to Rio Grande do Sul via individual mandatory amendments”, he says. “Rio Grande do Sul would lose, in a single legislature, R$320 million. For a state that is already experiencing great difficulties, losing resources would be a tragedy.”

He also argues that, if approved, the changes will not be valid for the next election, but for subsequent ones.

Representative Claudio Cajado (PP-BA) says he does not have an assessment on the topic, but defends compliance with the STF decision. “A judicial decision cannot be discussed, complied with or appealed. And if it is to discipline a final and unappealable decision, we will have to apply this law.”

Project rapporteur at the CCJ, deputy Captain Alberto Neto (PL-AM) states that resistance was expected.

“Whoever will lose a seat will fight against the project. Whoever will win will fight in favor. But the vast majority are neutral states. They will neither win nor lose”, he says.
