Payment of amendments

Payments for amendments had been suspended since August following a decision by Dino, who is the rapporteur for actions targeting resources.

The minister’s approval was given after , of a project to provide more transparency and traceability to resources. The text was, last week, by President Luiz Inácio Lula da Silva (PT).

Among the rules imposed by Dino are:

  • Rapporteur Amendment (RP 9) and Committee Amendment (RP 8) prior to 2024: released as long as parliamentarians are identified; It is up to the Executive to check transparency and release the resource, case by case.
  • Pix Amendment (RP 6): released with presentation of the prior work plan; for amendments prior to 2025, Dino gave a deadline of 60 days to remedy the absence of a work plan.
  • Bench Amendment (RP 7) and Committee Amendment (RP 8): there must be no individualization of the amendment; The so-called “cracking” of bench amendments is prohibited, that is, the sharing or dispersion of resources among parliamentarians. From 2025 onwards, the entire selection process needs to be properly documented.
