The president of the STF (Supreme Federal Court) Luís Roberto Barroso included that of minister Flávio Dino on the agenda of the virtual plenary.
The virtual session is scheduled to start at 6pm this Monday (2) and continue until 11:59pm on Tuesday (3).
The ministers will judge the report that released payments for the amendments but imposed reservations. The topic has been a source of crisis between the Powers in recent months.
Dino’s decision also took place this Monday. The minister established rules for the resumption of each of the amendments (individual, “Pix”, state bench and commission).
Rapporteur amendments from previous years and committee amendments, for example, should only be paid for by the Executive if the godfather’s name is indicated.
Dino also conditioned the payment of the “Pix” amendments to the presentation of a work plan — a type of amendment (technically called a special transfer) available to each of the congressmen that fell directly into the city hall’s coffers without any indication of how the money should be used.
Payment of parliamentary amendments had been suspended by Dino on August 1st, in an action brought by PSOL, until there was “prior and full traceability” of the resources. At the time, the blockade was unanimous.
