At meetings, Lewandowski must discuss the proposed amendment to the Constitution (PEC) that is in the country, prepared by the government.

The text, which has not yet been sent to Congress, faces resistance from the so-called bullet bench and . Going to Congress is part of the Security PEC coordination strategy.

1st trip to the Senate

It is the first time that Lewandowski will be heard in the Senate since taking office as minister. Before, in April, he participated in a hearing in the Chamber.

Retired from the Federal Supreme Court (STF), the minister took charge of the ministry in February in place of Flávio Dino, who was appointed to a vacancy on the Court.

In the Senate, requests to hear the minister were presented by Sérgio Petecão (PSD-AC), president of the collegiate, and Sergio Moro (União-PR).

  • The first aims to hear the plans and goals of the minister in the portfolio.
  • Moro’s application was presented after the death, at Guarulhos Airport, of , linked to the Primeiro Comando da Capital (PCC). He was a whistleblower in a money laundering investigation. In the request, Moro also asks for clarification on the actions of the Federal Police.

In the Chamber, opposition deputies presented at least 21 requests demanding the presence of the minister to provide clarifications on various topics, such as:

  • the opening of investigations and the leaking of PF reports;
  • the execution of resources from the National Public Security Fund;
  • and PF measures to investigate the causes of the fires that hit the country;

Minute

At the end of October, the minister presented the draft Public Security PEC to governors. The text was criticized by state executive heads who defend more autonomy for the states.

The topic was debated again at the 10th National Governors Forum, held in Brasília, last week. At the time, Lewandowski stated that the government will still listen to suggestions from the states and should schedule a new meeting with state heads.

Previously, on November 23, governors from the South and Southeast launched the “Florianópolis Letter”, in which they expressed opposition to the PEC proposed by the Lula government.

The proposal establishes:

  • the inclusion of a Single Public Security System (SUSP) in the Constitution;
  • updating the competencies of the Federal Police and the Federal Highway Police (PRF);
  • and the constitutionalization of the National Fund for Public Security and Penitentiary Policy.

It also envisages giving the Union more powers to establish general guidelines on national public security and social defense policy, including those related to the penitentiary system.
