After the approval of the urgency requests for the fiscal package projects last Wednesday (4), the Chamber moves to define the rapporteur for the texts.
The choice of rapporteurs is made official by the President of the House, Arthur Lira (PP-AL), who has not yet dropped the hammer on who will take on the opinions. Names linked to Centrão parties were evaluated, but there is still no official definition from Lira.
The expectation is that the topic will be discussed among party leaders over the next week, a period in which the Chamber will dedicate itself to voting on propositions.
The approval of the is considered a priority for the federal government, which is trying to find alternatives to balance the books and meet the fiscal target. However, it has faced difficulties in Congress.
Tax package
The package consists of three materials:
- a bill (PL),
- a complementary bill (PLP)
- and a proposed amendment to the Constitution (PEC).
The first two items had a tight score, with , respectively. The requests needed the support of at least 257 deputies to be approved.
With the decision, the proposals will have their analysis accelerated and will not need to be voted on in the thematic committees. The projects change fiscal framework rules and limit tax benefits, in addition to determining a review of the rules for granting social programs.
Both texts were presented last week after weeks of negotiations by the economic team. In total, the government estimates that the cut package should reach until 2026. For this, the approval of Congress is necessary.
The PEC sent by the government is currently stuck in the Chamber. Among other points, the text proposes a restriction on the payment of super salaries in the public service. How to CNN showed, due to lack of agreement, government deputies gave up on advancing the text in the Constitution and Justice Commission (CCJ).
The current forecast is that the proposal will be attached to another PEC that is already in more advanced processing and, thus, have the vote directly in the plenary.
Difficulties
Deputies are resisting the spending package in the face of demands for the payment of parliamentary amendments imposed by Minister Flávio Dino, of the (STF), and endorsed by the .
The execution of the amendments was suspended in August by the STF so that Congress could approve legislation that would provide more transparency and traceability to resources. Chamber and Senate, which was by President Luiz Inácio Lula da Silva (PT).
Last week, Dino released the payment of resources, but conditioned execution on compliance with new rules, stricter than those defined by the sanctioned law. The action displeased congressmen.
Pressured by Congress, the federal government requested, this Tuesday (3), the release of appeals for parliamentary amendments. A letter from the Secretariat of Institutional Relations, responsible for liaising with Congress, requested the Secretary of the National Treasury, Rogério Ceron, to release the individual and bench amendments.
