Acre, São Paulo, Alagoas, Distrito Federal, Paraíba, Pernambuco, Piauí, Rio Grande do Norte and Roraima were selected to receive resources totaling R$ 102 million, intended for the acquisition of body cameras for the Military Police. The notice is from the National Secretariat of Public Security (Senasp), of the Ministry of Justice and Public Security (MJSP).

With the allocation of the resource, the states will go through the most relevant stage of the process, which is the merit analysis, and must follow the MJSP guidelines and technical standard, launched in May, to access the resources provided for in the notice.
“During this phase, more rigorous and detailed criteria will be applied, requiring strict alignment with Federal Government guidelines. This alignment seeks to ensure standardization and effectiveness in the use of body cameras, promoting technological integration and uniform operational protocols. Proposals that do not meet the requirements will be disqualified”, says an excerpt from the note released by Senasp.
The release of resources will follow a schedule linked to the milestones established in the work plans presented by the states. The commitment of values will be made immediately after signing the agreement, but the availability of resources will depend on the achievement of the agreed goals. This model guarantees more efficient and transparent management of investments.
Once the resources are released, states must implement the guidelines defined in the program.
Phase 1 – Qualification

“The federated entities were evaluated based on specific criteria, such as the volume of police incidents attended to and the existing use of body cameras. For the distribution of resources, six axes of contemplation were defined, based on the number of military police officers in each state”, he continues.
Acre entered axis 6, which provides “up to 300 cameras for institutions with less than 5 thousand police officers”. The state will benefit from R$2.9 million.
The event requires states participating in the agreement to present a minimum financial contribution, which varies depending on the region. For those located in the areas of Sudene (Superintendence for the Development of the Northeast), Sudam (Superintendence for the Development of the Amazon) or Sudeco (Superintendence for the Development of the Central-West): the counterpart will be 0.1% of the total value of the agreement. For others, the counterpart is 2% of the total value.
The agreements will last up to 24 months. Body cameras must be used in operational units of the military police in capitals or municipalities with at least 100,000 inhabitants, according to data from the 2022 Census from the Brazilian Institute of Geography and Statistics (IBGE).
During execution, Senasp will carry out continuous assessments based on indicators that will consider aspects such as the impact on notifications of incidents, the use of force, training and unfounded complaints against military police officers.
