The Minister of Justice, Ricardo Lewandowski, defended it again on Friday (6) during an event promoted by the Brazilian Institute of Education, Development and Research to debate the challenges of public security in the country.
At the meeting, in which the governor of the state of São Paulo, Tarcísio de Freitas (Republicans), the minister of the Federal Supreme Court (STF) Gilmar Mendes and the state’s Secretary of Public Security, Guilherme Derrite, were also present, Lewandowski stated that he understands “structural and systemic change” is necessary to change the powers of the Constitution.
At the same time, he reaffirmed his commitment to maintaining the Public Security PEC within the context.
“States and municipalities, in addition to the Federal District, have autonomy and should continue to do so. I insist on that. With regard to the governance of its military police, civil police and municipal guards. This is a dogma, I already say that clearly. So we need to respect this and we, in the Union, respect it, especially with regard to the constitutional amendment project that we are creating. In fact, we have already presented it to the President of the Republic and we are discussing it with the governors at the moment”, he said.
Tarcísio also said that it was necessary for the heads of state to meet with the minister, but that this measure alone would not be enough to make security more effective.
“I understand that it is time for the governors to actually sit down with Minister Lewandowski and for us to build the issue of the system together. Will it be enough? Without a doubt, there are other steps we have to take.”
He highlighted the importance of improving, for example, surveillance at border crossings and other places of departure and arrival in the country to better control organized crime.
“How are we going to improve surveillance along the border? How are we going to improve surveillance in critical facilities that are logistics nodes? Ports, airports”, said the governor. “The vulnerability of our critical installations is impressive, the precariousness of our ports and airports is impressive, in terms of public security”.
