The (Brazilian Intelligence Agency) team that accompanied the President of the Republic’s national and international trips has not performed the task since March. The internal allegation is a lack of budget.
The specific core for presidential security operated with low investment in the agency until a sector called Protective Intelligence was created during the (PL) government, under the management of the Intelligence Operations Department.
(PT), the team was formalized by decree, which kept it under the umbrella of the Intelligence Operations Department.
The sector is responsible, among other responsibilities, for “planning, coordinating, executing and supervising protective intelligence actions related to events and national and international travel of the President of the Republic, observing the competences of other bodies”.
One of the promises of Abin’s director, Luiz Fernando Corrêa, was to expand the department’s operations. With the decree, he elevated it from the division level to the general coordination level, which provided a more robust structure.
However, in mid-March this year, the agency’s management cut funding for the area and removed intelligence tools.
According to reports from agency employees, the team went to the travel locations beforehand and remained there until the president returned. Since March, however, this group has been idle.
Internally, the Presidential Security Secretariat, linked to the GSI (Institutional Security Office), has a sector that carries out similar operations to produce material for presidential protection, called the General Coordination of Risk Analysis.
A Sheet questioned Abin, the Civil House, to whom the agency is currently subordinate, and the Presidency of the Republic on the topic. None of the bodies wanted to comment.
Behind the scenes, members of the agency’s current management minimize the situation, saying, for example, that Abin formed the working team of the G20 organizations, under Brazil’s rotating presidency, with technical visits to 31 event locations, mainly where there would be ministers or heads of state.
Since the beginning of the administration, Abin has been in the news due to investigations into the existence of a parallel espionage structure during the Bolsonaro government.
The PF, stated in reports on operations launched that those suspected of participating in the previous scheme remained under the current management, which had worked to hinder the investigations.
In an interview given in July, for example, the general director of the PF, Andrei Rodrigues, stated.

Andrei is a PF delegate. The PF is subordinate to the Ministry of Justice.
Corrêa is also a federal delegate, he was director of the PF in Lula’s second term and came to command Abin after the PT member took the body out of the hands of the military (the Institutional Security Office) and allocated it to the Civil House.
The agency denies any relationship with the alleged “parallel Abin” of the Bolsonaro administration and says it has cooperated at all times with the PF investigation, which has not yet been concluded.
At the beginning of Lula’s term, the PF and him sponsored a dispute to define who would command presidential security. The cabinet, made up mostly of military personnel, was under strain after the attacks on the headquarters of the Three Powers on January 8, 2023.
