Most municipalities in SP are not prepared for calamities

Study by the National Confederation of Municipalities shows that 44% do not have a sector responsible for monitoring climate events

The government of São Paulo reported this week that only 76 municipalities in the State of SP are in a position to face calamities such as floods. The portion corresponds to 11.7% of the total number of cities in the state, which is 645.

According to a study by the CNM (National Confederation of Municipalities), only 2 in 10 municipalities are prepared to face extreme weather events. The same study that highlights this scenario shows that 44% of them do not have a sector/personnel responsible for monitoring climate events and 57% do not have a disaster warning system.

The entity, which leads the creation of a Conclima (National Consortium for Climate Management and Disaster Prevention), says that measures against disasters of this nature are the responsibility of the Union, the states, the Federal District and the municipalities, which must work connected.

The data was released during the announcement of investments of R$ 5.5 million by the State government in hiring mechanisms capable of mapping risk zones and in the preparation of the State Civil Protection and Defense Plan, with the aim of finding solutions for natural disasters. early and quickly.

The plan was announced at Palácio dos Bandeirantes, during the announcement of the start of Operation SP Semper Alerta de Chuvas, carried out from December 1st to March 31st and reinforces measures such as alerts.

Operation SP Always Rain Alert designates a time of year in which uninterrupted climatological monitoring is implemented, that is, 24 hours, and in which teams issue more alerts and carry out field inspections. Educational actions to guide the population are also increased, with materials broadcast on TV, radio, billboards, pamphlets and banners.

Investments

The set of actions totals investments of R$64.3 million. As part of the operation, the government must put into operation new meteorological radars, one of them from Unicamp (State University of Campinas), purchased for R$4.4 million. The images will be transmitted to authorities from São José dos Campos. The government also reported the purchase of three new radars that were paid for by Fehidro (State Water Resources Fund).

Of the announced amount, R$21.1 million was allocated to 24 works to rebuild homes and other buildings in communities that lost everything in disasters. Another value mentioned was the R$12.6 million reserved for the preparation of municipal civil defenses.

The government also said it intends to create the Civil Protection and Defense Agent Technical Course. It is expected to be launched in the second half of 2025 and that classes will be taught in two pilot units at Centro Paula Souza.
