The State Court of Auditors formed a majority this Thursday (5) to pay R$14.9 million to the agency’s advisor Maurício Requião, 70, as “retroactive salaries” not deposited between March 2009 and October 2022 Among seven councilors, four have already agreed on the value.
But the final decision was postponed until next week, at the request of substitute councilor Tiago Alvarez Pedroso, who requested new details about the calculation made to arrive at the value.
Between 2009 and 2022, due to court decisions, Maurício Requião was removed from the TCE, without serving as an advisor. As a counselor, he also wanted to claim wages not received for almost 13 years.
Today, the advisor’s fixed remuneration is R$39,717.69. Last month, adding benefits and other advantages, the salary reached R$49,577.24.
The possibility of claiming the funds was opened by the STJ (Superior Court of Justice) in August 2022, when the court in Brasília returned the position at the TCE to Maurício Requião, who is the brother of the former senator and former governor of Paraná.
That year, in addition to considering the counselor’s removal unconstitutional, the STJ recognized the effective link to the Paraná body since the date of his inauguration in July 2008. Thus, the STJ ordered reinstatement to the TCE and also opened the possibility of receiving compensation both administratively and judicially.
In 2008, Maurício Requião was state secretary of Education under his brother’s administration when he was elected by the Legislative Assembly to a vacancy in the TCE. At the time, Roberto Requião was the one who signed the nomination after the vote by state deputies. But the case ended up in state court.
Legal actions challenged procedures adopted in the election conducted by the Assembly – voting was open, not secret, for example. The hypothesis of nepotism was also raised, due to the link between the person elected to the TCE and the head of the Executive. From then on, an imbroglio began that would only reach its final chapter in August 2022, with the decision of the STJ.
