The senator Eduardo Braga (MDB-AM) presented this Monday (9) with an improvement in the locking mechanism to maintain the average rate of the Tax on Goods and Services (IBS) and the Contribution on Goods and Services (CBS) at 26.5%, introduced by the Chamber of Deputies.
According to Braga’s opinion, the Executive, after listening to the IBS Management Committee, should forward a complementary bill to the National Congress proposing measures that reduce the percentage to a level equal to or lower than 26.5%.
This project must be sent within 90 days after the conclusion of the five-year evaluation, with data and calculations that supported the decision, and changing the scope and form of application of the regimes and policies for this purpose.

Tax discounts
Braga’s opinion foresees changes for the real estate sector, . The rapporteur changed the discount in relation to the standard rate for property management and intermediation operations; and civil construction services. In these cases, the discount in relation to the standard rate went from 40% to 50%.
“It is common knowledge that real estate investments involve a long period of maturation. Therefore, it is crucial that the PLP stipulates transition rules that reduce the impact on the tax burden on projects already contracted, taking into account legal certainty. To this end, we accepted several amendments that propose the creation of a transition period for operations with real estate”, stated Braga.
The document also says that, due to the new taxation rules on families that depend on income from rentals for survival, amendments were accepted that set the payment date (cash basis) for tax purposes, which eliminates taxation on possible default by tenants.

“We increased the value of the social reducer to R$600.00, in order to favor properties rented by low-income families, and we established a reduction in tax rates by 70%,” said Braga.
