A joint operation by , the Federal Public Ministry and the (Comptroller General of the Union) launched this Tuesday (10) targets misappropriation of public resources, corruption and money laundering based on parliamentary amendments.
The so-called Operation Overclean carries out 43 search and seizure warrants, 17 preventive arrest warrants and asset seizure orders. The actions take place in the states of Bahia, Tocantins, São Paulo, Minas Gerais and Goiás.
The scheme, according to the CGU, directly impacted Dnocs (National Department of Works Against Droughts), a federal agency linked to the Ministry of Regional Development, and the State Coordination of Bahia (CESTBA), in addition to other public bodies.
Public resources from parliamentary amendments and agreements were diverted, according to investigations, to companies and individuals linked to municipal administrations.
According to a note from the CGU, the group’s operations were structured “in central and regional operators that co-opted public servants to obtain illicit advantages, both in the direction and execution of contracts”.
The scheme involved overpricing in works and misappropriation of resources. The overpricing was transformed into bribes, paid through shell companies or methods that hid the origin of the resources, whether from shell companies controlled by oranges or through a large flow of cash.
Also according to the CGU, during the period investigated, the organization moved approximately R$1.4 billion. In 2024 alone, contracts totaling R$825 million were signed with various public bodies.
“To date, the CGU has identified a partial overbilling of more than 8 million in the processes analyzed in contracting works with Dnocs,” said the CGU.
