The Governors’ Forum ratified this Tuesday (10) the alternative project prepared by the state security secretaries to the government’s ().
The governor of Goiás, (), did not support either proposal and decided to present a new project during the meeting with the governors. According to Caiado, the Lula government’s initiative directly interferes with the autonomy of the states.
The text by the head of the Goiás Executive maintains the creation of the Ostensive Federal transformation of the PRF (), a point present in Lula’s PEC.

The security secretaries, represented in Consesp (National Council of Security Secretaries), decided to include some new sections related to the management of the prison system.

Lewandowski rejected an excerpt from the secretaries’ proposal that establishes the maintenance of security funds, linked to his portfolio, with money from online betting, the so-called bets.
The text provides that the collection of bets maintains 20% of the FNSP (National Public Security Fund) and 10% of the FNP (National Penitentiary Fund).
“The president is concerned about [as bets] regulate them properly, this is not the time to say that they will be the source of resources for these two funds”, he said.
In search of support, Lewandowski decided to include, in parallel to the PEC discussion, another project that foresees changes in criminal legislation. He said he studies.
A point of consensus between the governors and the Lula administration is the inclusion of the Susp (Single Public Security System) in the Constitution, which would avoid a contingency of resources for the area.
A single change proposed by the secretaries is the inclusion of the states’ Civil Defense as part of the Susp, which would even have its nomenclature changed to the Unified System of Public Security and Social Defense.
According to Lewandowski, another request raised by the governors is to include the activities of municipal guards in the Constitution. He said that the issue should be analyzed by the ministry.
